Role: Network & Telephony Manager

Role purpose
Management of the network infrastructure and resources (including any bought-in services) required to plan for, develop, deliver and support Digital services and products to contribute to the achievement of the Councils corporate objectives.

Responsible for network specification and design. Produce network design policies, philosophies and criteria covering connectivity, capacity, interfacing, security, resilience, recovery, access and remote access. Deliver agile, evergreen services.

Create and maintain overall network plans to support the Council's business strategy, agree service level agreements with business users and plan all aspects of the infrastructure necessary to ensure provision of voice and data network services to meet such agreements.

Responsible for network and telephony budget, ensuring on-going value for money.

DESCRIPTION OF DUTIES:

  • Management of the network infrastructure and resources required to plan for, develop, deliver and support Digital services and products to contribute to the achievement of the Councils corporate objectives.
  • Preparation for new or changed services, management of the change process and the maintenance of regulatory, legal and professional standards. The management of performance of network related systems and services in terms of their contribution to business performance and their financial costs and sustainability. The management of bought-in services. The development of continual service improvement plans to ensure the IT infrastructure adequately supports business needs.
  • Responsible for production of network designs and design policies, strategies, architecture and documentation; covering security, capacity, and resilience for voice, data, text, email, and image, to support business requirements and strategy. This may incorporate all aspects of the communications infrastructure, internal and external, mobile, public and private, Internet, Intranet and call centres.
  • Creation and maintenance of overall network plans, encompassing the communication of data, voice, text and image, in the support of the organisation's business strategy. This includes participation in the creation of service level agreements and the planning of all aspects of infrastructure necessary to ensure provision of network services to meet such agreements.
  • Ensure delivery of a high quality user experience, including fit for purpose systems, and high standards of access, availability, usability, usefulness and excellent standards of service.
  • Responsible for network compliance with statutory national and international regulations and standards, and provide authoritative advice and guidance.
  • Inspire creativity and flexibility in the management and application of ICT.
  • Initiate and monitor research, development and long term planning for provision and use of communications standards, architectures, products and services.
  • Be aware of operational requirements especially in terms of service levels, network availability, response times, security and repair times. Propose design enhancements, capacity changes, contingency and recovery arrangements as required, to ensure that all network design targets are met and that the networks provided meet their service level targets within the Council's planned budget.

Experience and Qualifications - Essential

  • Extensive Enterprise Network Experience (+5 Years), with highly developed specialist technical knowledge within the data and voice network. Broad knowledge of the IT Technology stacks, with experience of network virtualization.
  • Ideally educated tobachelordegree level and holds a relevant professional qualification, or Skills and Experience.
  • Expert Experience Expert Juniper/Cisco; CCNA level, Netscalers, LAN, WAN and routers protocols, Firewalls, to include Palo Alto, ASA firewalls, checkpoint firewalls, load balancing technology such as F5, Cisco switching and wireless networks Aruba.

  • Experience of Hybrid Cloud Environments and Cloud Connectivity WAN options; and WAN implementations and migrations to MPLS.

  • Expert knowledge of Security Layer/Network Monitoring - Strong knowledge of security particularly within the network space (IPsec, VPN, NGFW, IPS/IDS, DDoS, NAC etc), and Network Load Balancing - including website traffic, remote access, and access to critical services.
