GENERAL DESCRIPTION

Top Secret/SCI Clearance Required 

ACES is seeking a Policy and Strategy Subject Matter Expert to support DoD CIO. Onsite work requires ACTIVE TS/SCI CLEARANCE on 5 Year Contract starting in immediately in the Mark Center, Alexandria, VA. Work involves supporting CIO's office to shape policies, provide strategic direction, design architectures, and contribute to systems engineering for communication and information network programs and initiatives. QUALIFICATIONS

  • Clearance: Active TS/SCI
  • Education/Experience: Masters degree in field related to tasking and 15 years of relevant experience or bachelors degree in field related to tasking with 17 Years of Relevant experience
  • Technical: Strong DoD Senior Staffing experience required. Experience supporting a Headquarters, Joint Staff, or Service Staff Officer or Senior Leadership. Familiarity with Tactical Communications vendors and technologies. Knowledge of Tactical Communications, including SATURN, HQ, SINCGAR, HF, Link-16, BFT, WREN, and/or related tactical communications waveforms and systems. Proficiency in briefing and organizational skills, including experience with DoD issuances, strategy, or related enterprise documents.

  • Contract Length: 5 years
  • Work Location: Mark Center, Pentagon, Crystal City
  • Telework: In office 2-3 days per week/as required rest telework
  • Start Date: Immediately

RESPONSIBILITIES

  • Provide technical support and formulate roadmaps, policies, strategies, and standards to assist the government in ensuring Tactical Communications interoperability among DoD, partners, and allied nations.
  • Develop recommendations, reports, and briefing materials necessary to guide and inform DoD CIO C3 positions, activities, and decisions.
  • Offer technical expertise and analysis support for current military and future force communications and network portfolio policies, tactical and contingency communication architectures, systems, and operations in the air, ground, and maritime domains.
  • Assist in the development of joint concepts and integrated architectural solutions to address validated warfighting capability gaps.
  • Support DoD communications and information technology policy initiatives by leveraging knowledge of the Joint Capability Integration and Development System (JCIDS) process, Defense Acquisition System (DAS), Planning, Programming, Budgeting, and Execution (PPBE), and other related formal decision and staffing processes within the DoD.
  • Contribute to DoD CIO and Department of Homeland Security partnered efforts, including but not limited to Defense Support to Civilian Authorities, FirstNet, Emergency Preparedness, and enterprise-level Land Mobile Radio initiatives in the air, ground, and maritime domains.
  • Participate in enterprise governance working groups and capability boards, as well as Service-specific boards and working groups. Support the coordination of DoD CIO positions and contribute to the development of briefings and briefing materials for use by DoD CIO senior leadership.
