ACES seeks a highly qualified Policy Executive / Strategic Planner to provide expert-level support in the development, implementation, and sustainment of cybersecurity strategies, policies, and governance documentation in support of the Naval Surface Warfare Center Philadelphia Division (NSWCPD) Cybersecurity Program. The candidate will collaborate with Government and contractor stakeholders to assess existing cybersecurity frameworks, identify deficiencies or risks, and formulate compliant policies and procedures that align with Department of Defense (DoD), Department of the Navy (DON), and NAVSEA directives.

QUALIFICATIONS
- Education/Experience: Bachelors degree in STEM or IT field. 8 years of experience in policy development and strategic planning.
- Technical: Drafting, updating, and maintaining cybersecurity governance documents; ensuring alignment with applicable laws, regulations, and policies; and supporting the continuous improvement of NSWCPDs cybersecurity posture. The Policy Executive / Strategic Planner will also lead stakeholder coordination activities, provide authoritative policy interpretation and advisory support, and contribute to long-range strategic planning efforts designed to enhance the overall effectiveness, efficiency, and resilience of the NSWCPD Cybersecurity Program.
PRIMARY RESPONSIBILITIES
- Develop, document, and maintain enterprise-level cybersecurity policies, strategies, and procedures in accordance with Navy, DoD, and federal cybersecurity frameworks to ensure consistent governance and compliance.
- Prepare and deliver a wide range of technical and programmatic documentation, including reports, proposals, user guides, briefings, and policy manuals, ensuring all materials meet Government standards and are ready for approval and publication.
- Provide expert consultation and guidance on cybersecurity portfolio management, ensuring systems, software, and documentation align with established Navy, DoD, and federal compliance requirements.
- Support system modernization efforts by assisting in software reengineering, application consolidation, migration planning, and configuration management, ensuring continuity, efficiency, and compliance with cybersecurity mandates.
- Manage and maintain Plan of Action and Milestones (POA&M) documentation, tracking vulnerability status, corrective actions, and due dates to ensure timely resolution and accurate program reporting.
- Coordinate and schedule cybersecurity program reviews, audits, and assessments, ensuring all milestones, deliverables, and metrics are accurately tracked and reported to Government stakeholders.
- Respond to cybersecurity data calls and information requests by compiling, validating, and presenting data in professional formats such as spreadsheets, reports, and briefings, ensuring accuracy and completeness.
- Develop and manage cybersecurity metrics, dashboards, and presentations, providing leadership with data-driven insights into program performance, compliance status, and emerging risk areas.
- Coordinate and oversee cybersecurity operations activities, including media destruction, audit support, event planning, and documentation control, to maintain secure and compliant program execution.
