1. Job Purpose
Our client is setting up a greenfield project with a capacity of 250 KTPA at Rayong, Thailand, planned in two phases of 125 KTPA each. We are seeking a dynamic Electrical Engineer who can contribute to the successful execution of this expansion within budget and timelines. The role involves collaboration with cross-functional teams and contractors while maintaining high standards of safety, quality, and compliance throughout the project lifecycle.
2. Role Dimensions
This position supports the development of a single manufacturing unit in Rayong, focusing on Phase 1 (120 KTPA). The engineer will work closely with internal teams such as Procurement, Project Management, and Manufacturing, and utilize tools like SAP PM, Microsoft Project, MS Office, Smart MCC, VFDs, and DCS systems.
3. Job Context and Major Challenges
The Electrical Engineer will be responsible for the full project lifecycle from concept through commissioning on a complex and large-scale greenfield site. Key challenges include the application of advanced project techniques, ensuring timely execution with modern, technology-driven equipment, and aligning with both local regulations and global standards.
4. Principal Accountabilities
Engineering Design (15%)

Review and verify engineering designs and technical specifications for electrical systems and equipment

Perform necessary electrical calculations and propose technical improvements

Ensure compliance with international standards, Thai regulations, and corporate guidelines
Project Management (25%)
-
Manage the full scope of the project from design through commissioning

Oversee installation, testing, and commissioning of electrical infrastructure, including substations, transformers, panels, motors, and related systems

Coordinate closely with internal teams, consultants, and contractors to ensure the project is delivered on time, within budget, and to required quality standards

Ensure smooth project progress by resolving cross-functional dependencies
Team and Contractor Coordination (15%)

Support the project team and collaborate effectively with team members

Supervise and guide contractors and subordinate staff

Manage mobilization of manpower and execution of simultaneous project tasks
Safety, Health, Environment, and Quality (15%)
-
Implement and follow safety procedures as per corporate and international standards

Ensure high-quality workmanship throughout all project phases
Government Liaison and Compliance (15%)

Coordinate with regulatory bodies to ensure all electrical installations meet legal and safety requirements

Maintain site readiness according to PEA/EGAT guidelines and ensure compliance documentation is up to date
Documentation and Audit Preparedness (15%)

Maintain and update all electrical-related drawings and documents

Ensure readiness for internal and external audits with organized records
5. Purpose of Direct Reports
To supervise the safe and quality execution of tasks by junior team members and contractual staff.
6. Key Working Relationships
Internal (Daily):
Work closely with colleagues from civil, mechanical, utilities, instrumentation, and procurement functions on-site and through regular coordination.
External (Weekly):
Interact with suppliers and government agencies to handle procurement, delivery issues, and ensure regulatory compliance.
7. Ideal Candidate Profile
Education and Experience

Bachelors degree in Electrical Engineering

Minimum 810 years of relevant industry experience
-
Must hold a Level 2 Electrical Power Professional Engineering License

Experience in greenfield or large brownfield projects is a plus
Technical Knowledge and Skills
-
Strong exposure to erection, testing, and commissioning of:
High Voltage (115kV) and Medium Voltage (11kV) substations
Distribution and LV switchgear systems (Smart MCCs, VFDs, UPS, batteries)
Motors, hoists, protection and metering systems
Turbine generators and grid synchronization
Electrical testing procedures (FAT, SAT, commissioning) -
Proficient in SAP PM, MS Excel, and PowerPoint

Familiarity with Thai statutory regulations, 5S practices, and material management tools

Good understanding of power tariff basics and electrical safety guidelines
