1. CONTEXT/INTRODUCTION

European Commission subsidiary which provides high quality corporate solutions/information systems for the Directorate General, enabling the successful implementation of the Commission's Digital Transformation and EU policies.

One of DG's main areas of competence is the EU system for fisheries controls.

2. DESCRIPTION OF THE TASKS

Typical tasks of a Business Analyst includes:

  • Analysis of Business requirements.
  • Documentation of Business requirements.
  • Business model analysis.
  • Business process analysis.
  • Business processes modelling
  • Functional requirements and business cases analysis.
  • Risk analysis.
  • Assistance in writing Business cases, Vision documents, Project Charters and Security Plans.

Following tasks will also be performed by external service provider:

  • Use case, user stories writing according to the definition of ready and validation according to the definition of done (through testing)
  • Requirements gathering from legislation, business owners, users
  • Work in close collaboration with the business and have all the requirements
  • validated by the business
  • Making sure the product backlog is full so that the development team is busy
  • Plan Programme Increments

3. LEVEL OF EDUCATION

Master/Bachelors Degree

4. KNOWLEDGE AND SKILLS

Following skills and knowledge are required for the performance of the above listed tasks:

  • Experience with large, enterprise-level multi-user Information Systems.
  • Experience in Agile.
  • Good knowledge of agile toolbox (i.e. JIRA, Confluence, BigPicture, Gliffy, Balsamiq, etc.).
  • Good knowledge of Application Management Lifecycle.
  • Good knowledge of data modeling
  • Good knowledge of BPMN
  • Requirements gathering
  • RUP or Scrum
  • Business modelling / data modelling
  • Very good communication skills with technical and non-technical audiences
  • Analysis and problem solving skills
  • Capability to write clear and structured technical documents
  • Ability to participate in technical meetings and good communication skills

Non-technical skills:

  • Capability of integration in an international/multicultural environment, rapid self-starting
  • capability and experience in working in team;
  • Ability to participate in multilingual meetings;
  • Ability to work in multi-cultural environment, on multiple large projects;
  • Excellent Team Player
  • Critical thinking
  • Ability to understand, speak and write English (level C1), French is a plus
  • High degree of discretion and integrity

5. SPECIFIC EXPERTISE

  • UML: 4+ years
  • BPMN: 4+ years

6. CERTIFICATIONS & STANDARDS NICE to HAVE

  • BPMN or UML certification or
  • Certified Business Analyst Professional CBAP
