Job Summary
The HR Shared Services (HRSS) Lead is responsible for leading and delivering end-to-end HR shared services operations for the Group and assigned external clients. The role focuses on consistent, accurate and timely execution of HR administrative and operational processes, in accordance with established policies, SOPs and statutory requirements.
This role is operational and execution-focused, ensuring service quality, process discipline and governance. All employment decisions, policy interpretations and approvals remain with Group HR or the respective employing entities.
Successful applicant with higher calibre may be offered HR Shared Services Manager. The appointment level will be commensurate with experience, capability, and scope of responsibilities.
Key Responsibilities
HR Shared Services Operations
- Lead day-to-day HR shared services delivery for Group entities and assigned clients
- Oversee end-to-end HR administration including:
- Employment contracts and amendments
- Confirmation, transfer and standard HR letters
- Onboarding and offboarding administration
- Employee data changes and records management
- Review HR documentation prepared by the HRSS Executive prior to release
- Ensure adherence to approved templates, SOPs and governance standards
Payroll & Statutory Coordination
- Coordinate monthly payroll processing with payroll vendors and internal stakeholders
- Review payroll inputs including allowances, leave deductions and overtime data
- Support statutory administration such as CPF, EPF and tax-related filings
- Ensure payroll accuracy, timelines and reconciliation standards are met
- Escalate discrepancies or risks promptly
HR Systems & Data Governance
- Oversee HRIS administration and employee master data accuracy
- Ensure compliance with data protection and confidentiality requirements
- Generate standard HR reports (e.g. headcount, payroll, turnover)
- Support audit, compliance and regulatory documentation
Employee & Client HR Enquiries
- Act as escalation point for HR operational queries from employees and clients
- Ensure consistent, accurate and professional responses within defined scope
- Escalate matters requiring interpretation or decision-making to Singapore Office
Team Supervision & Capability Building
- Provide guidance, training and day-to-day supervision to HRSS Executive
- Allocate work, manage workload and ensure service turnaround standards
- Build a strong execution-focused HR shared services culture
Governance & Stakeholder Management
- Liaise closely with Singapore office on HRSS matters
- Support implementation of Group HR initiatives from an operational perspective
- Ensure strict adherence to approval authority, escalation protocols and governance framework
Key Requirements
- Degree or Diploma in Human Resources, Business Administration or related field
- Minimum 8 years of HR operations / shared services experience
- Strong exposure to Singapore and Malaysia HR administration and payroll processes
- Experience supporting multiple entities and/or external clients preferred
- Strong knowledge of HR documentation and statutory compliance
- Highly detail-oriented and process-driven
- Comfortable in an execution-focused, non-HRBP role
- Strong written and verbal communication skills in English
- Proficient in Microsoft Excel and HR systems (preferable QuickHR)
