Job Summary

The Head of Human Resources is responsible for leading the overall HR function, with a strong emphasis on Recruitment and Training & Development. This role will drive talent acquisition strategies to ensure the business attracts and retains high-performing employees while developing a strong learning culture through effective training and leadership development programs. The successful candidate will work closely with management to align HR initiatives with business objectives and support the company's continued growth.

Main Responsibilities:

Recruitment & Talent Acquisition

  • Develop and implement recruitment strategies to attract qualified candidates for all business functions.
  • Lead the full recruitment lifecycle, including manpower planning, sourcing, screening, interviewing, selection, salary negotiation, and onboarding.
  • Build and maintain a strong talent pipeline for critical and hard-to-fill positions.
  • Strengthen the company's employer branding to attract top talent.
  • Establish relationships with recruitment agencies, universities, and other talent sources.
  • Monitor recruitment KPIs, including time-to-fill, cost-per-hire, and recruitment effectiveness.

Training & Learning Development

  • Develop and execute the annual Learning & Development (L&D) strategy and training calendar.
  • Conduct Training Needs Analysis (TNA) to identify competency gaps across departments.
  • Design, coordinate, and evaluate internal and external training programs.
  • Develop onboarding and orientation programs for new employees.
  • Implement leadership development, succession planning, and career development initiatives.
  • Measure training effectiveness and recommend continuous improvements.

HR Operations & Employee Relations

  • Develop and implement HR policies, procedures, and best practices.
  • Oversee employee performance management and performance appraisal processes.
  • Drive employee engagement, retention, and recognition programs.
  • Provide guidance to department managers on HR-related matters and people management.
  • Handle employee relations, disciplinary matters, and conflict resolution professionally.
  • Ensure compliance with Cambodian Labor Law and company policies.

HR Reporting & Leadership

  • Prepare HR reports and dashboards, including recruitment, training, turnover, and workforce analytics.
  • Manage and develop the HR team to achieve departmental objectives.
  • Recommend HR initiatives that improve organizational effectiveness and employee productivity.
  • Support management with organizational development and change management initiatives.

Main Requirements:

  • Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree is an advantage).
  • Minimum 8-10 years of HR experience, including at least 5 years in a managerial or leadership role.
  • Mandatory: Proven expertise in Recruitment and Training & Learning & Development.
  • Previous experience in the Wholesale or Retail industry is highly preferred.
  • Strong knowledge of talent acquisition strategies, employer branding, competency development, and succession planning.
  • Solid understanding of Cambodian Labor Law and HR best practices.
  • Strong leadership, communication, coaching, and stakeholder management skills.
  • Experience with HRIS systems and Microsoft Office applications.
  • Good command of both English and Khmer.
