Job Summary:

The Legal & Compliance Head/Manager ensures that the bank operates within the legal and regulatory framework of Cambodia. This role involves advising management on legal risks, maintaining internal compliance systems, and representing the bank with regulators and external parties. The position is critical in safeguarding the banks legal standing, reputation, and long-term sustainability.

Main Responsibilities:

  • Review and align internal policies, procedures, and manuals with Group policies and local laws.
  • Provide legal advice on banking operations, contracts, transactions, and corporate governance.
  • Draft and review legal documents, agreements, and regulatory filings.
  • Ensure full compliance with Cambodian laws, especially NBC regulations, AML/CFT, and data protection.
  • Liaise with regulatory authorities, including the National Bank of Cambodia and government agencies.
  • Monitor and interpret new laws or regulatory changes, ensuring timely action and implementation.
  • Lead internal audits, compliance reviews, and risk assessments.
  • Educate and train staff on legal, regulatory, and compliance obligations.
  • Manage legal disputes, represent the bank in negotiations or proceedings when needed.
  • Ensure timely and accurate reporting of legal and compliance risks to management and the Board.

Main Requirements:

  • Bachelors or Masters degree in Law; BAR admission is a plus
  • Minimum 510 years of experience in legal/compliance roles, preferably in banking or finance
  • Strong knowledge of Cambodian financial and corporate law, including AML/CFT regulations
  • Proven ability to lead teams and interact with senior management and regulators
  • Excellent communication, negotiation, and analytical skills
  • High level of integrity, discretion, and sound professional judgment
  • Fluency in both Khmer and English (written and spoken)
