Position Objective:
- Role: Responsible for end-to-end HR processes through planning, execution, progress monitoring, and improvement.
- Goal: Achieve high employee engagement based on regulatory compliance, company policy, and procedures.
Key Responsibilities/Functions:
1. Manpower Planning:
- Working Process: Coordinate, propose, and monitor manpower fulfillment plans.
- Input: Internal policy and business needs.
- Output: Approved manpower planning, updated organization structure, and annual personnel expense.
2. Talent Acquisition:
- Working Process: Plan and conduct recruitment activities, including 3rd party recruitment if necessary.
- Input: Approved manpower planning, turnover rate, business needs.
- Output: Recruitment strategy and staffing fulfillment rate.
3. People Development:
- Working Process: Identify, plan, monitor, and evaluate people development programs.
- Input: Talent box, training needs analysis (TNA), approved development activity calendar.
- Output: Development implementation rate, internal filled rate, successor rate.
4. Compensation & Benefit:
- Working Process: Review compensation and benefits, ensuring confidentiality, internal parity, and external competitiveness.
- Input: Salary survey, market trends, employee movement, regulations.
- Output: Competitive salary range, benefits, accurate payroll.
5. Industrial Relations & Employee Engagement:
- Working Process: Engage with employees on labor law compliance and HR programs to improve engagement.
- Input: Labor law, employee survey, exit interview, employee feedback.
- Output: Employee engagement rate, productivity rate, turnover rate.
6. Office Management:
- Working Process: Manage and maintain overall office conditions.
- Input: Regular maintenance schedule, corrective activity, employee feedback.
- Output: Safe and functional office environment.
7. HR Working Documents, Process Improvement & Innovation:
- Working Process: Initiate and document HR processes, propose and encourage team innovation.
- Input: Business process, process improvement needs.
- Output: Working document readiness, communication, no major audit findings.
Requirements:
- Bachelors degree in Human Resources, Business Administration, or related field.
A minimum of 5 years of experience in a full-spectrum HR role.

Strong knowledge of Cambodian labor law and HR best practices.

Experience in manpower planning, recruitment, people development, compensation & benefits, and employee engagement.

Familiar with HR systems, payroll, and digital HR tools.
Proficient in English and Khmer (written and spoken).
