Role Summary:
The Director of People & Culture is a key leadership role responsible for shaping and executing the Artisans Angkor's people strategy to support business growth and transformation. This role partners closely with the Managing Director and Management Committee Team to build a highperforming, engaged, and values-driven workforce aligned with mission.

Key Responsibilities:
1. Strategic Leadership

  • Translate business strategy into actionable people plans, ensuring workforce capabilities support organizational growth. 
  • Partner closely with Management Committee Members to diagnose workforce needs, identify gaps, and implement effective HR solutions.
  • Lead and embed employee engagement, well-being, and culture initiatives that strengthen performance and retention.
  • Drive organizational change and transformation initiatives, ensuring alignment with vision and values.

2. Talent Acquisition & Employer Branding

  • Design and execute workforce planning strategies to meet current and future talent needs.
  • Lead end-to-end recruitment processes, ensuring timely hiring of high-quality talent
  • Build and promote a strong employer brand through partnerships, events, and outreach initiatives.
  • Oversee onboarding programs to ensure smooth integration, engagement, and early productivity of new hires.

3. Compensation & Benefits

  • Design, implement, and continuously improve compensation and benefits structures to ensure competitiveness and internal equity.
  • Oversee payroll operations, ensuring accuracy, timeliness, and transparency
  • Ensure full compliance with Cambodian labor law, NSSF, and internal governance policies.
  • Regularly benchmark and review reward practices to attract, retain, and motivate talent.

4. Learning, Development & Performance

  • Develop and implement learning and development strategies to build organizational capability and leadership pipeline. 
  • Drive a performance management culture through clear KPIs, regular reviews, feedback, and coaching.
  • Identify high-potential talent and implement succession planning to ensure business continuity.
  • Establish structured career pathways and talent development programs to support employee growth.

5. Workplace Safety & Operations

  • Ensure workplace safety by implementing risk prevention measures and maintaining compliance with safety standards.
  • Oversee facilities, tools, and operational environments to ensure efficiency, functionality, and safety.
  • Lead safety awareness initiatives and promote a culture of accountability and prevention.
  • Continuously monitor and improve workplace safety and operational effectiveness.

Ideal Profile:

  • Extensive experience in senior HR leadership roles (HR Director / Head of People &vCulture)
  • Strong strategic mindset with hands-on execution capability
  • In-depth knowledge of Cambodian labor law and HR practices
  • Proven experience in organizational transformation and culture building
  • Excellent leadership, communication, and stakeholder management skills
  • Analytical and data-driven approach to decision-making
