Title: Manager, Market Operations and Compliance
Location: Great Falls, MT (Onsite CIP-compliant facility)
Reports To: Vice President, Energy Services & Technology

Overview:
This role manages the client's participation in CAISOs Western Energy Imbalance Market (WEIM), the Energy Day Ahead Market (EDAM), and other emerging power markets. Responsibilities include leading real-time control center operations, ensuring regulatory compliance (NERC, WECC, AESO), developing operational policies, training staff, and collaborating with internal and external partners.
Key Responsibilities:
Operations & Market Participation
- Oversee daily operations and reliability of the client's Balancing Authorities.

Manage real-time WEIM participation and compliance.

Develop and execute T-5, T-15, and hourly energy strategies.

Act as back-up System Operator after completing internal qualification program (within 6 months).

Direct system operations during planned/unplanned outages.
Training & Development

Support development and delivery of NERC CE and internal training programs.

Oversee professional development of System Operators and Analysts.

Evaluate and improve operational performance.
Compliance & Reporting

Ensure compliance with NERC, WECC, AESO, ARS, and other standards.

Draft and submit compliance reports and outage documentation.

Lead internal compliance assessments and support audit readiness.

Coordinate with Compliance Team on new/updated reliability standards.
Team & Vendor Management

Supervise NOC System Operators; provide on-call coverage as needed.

Maintain productive relationships with market operators, transmission providers, and third-party schedulers.

Support business development and onboarding of new generation assets.
Qualifications:
-
Bachelor's degree in energy, business, engineering, or related field (or equivalent experience).

10+ years experience in energy markets (CAISO, WECC, AESO, etc.).

NERC System Operator Certification (or ability to obtain within 6 months).

Experience with scheduling, balancing authority operations, power marketing.

Knowledge of EMS, SCADA, AGC, ISO rules, regulatory policies, and PPA contracts.

5+ years experience managing real-time system operations.

Previous leadership in high-voltage grid or dispatch operations preferred.

Technical proficiency with energy market systems and compliance tools.

Working Conditions:

Onsite in Great Falls, MT 24/7 operations in a CIP-compliant control center.

Required to support on-call duty and work 12.5-hour shifts as needed (including nights, weekends, holidays).
