About the job Director of Finance
Arkansas Talent Group is partnering with our client to find them a Director of Finance. This critical role manages all financial operations, including budgeting, accounting, payroll, and treasury functions, ensuring compliance with laws and regulations. You will direct financial planning, reporting, audits, and investment management while supervising finance staff and collaborating with departments to maintain fiscal integrity. The ideal candidate has extensive governmental accounting experience, strong analytical skills, and proven leadership and communication abilities across all organizational levels.
Duties will include:
- Oversees all financial operations, including payroll, requisitions, accounting, reporting, and treasury functions
- Develops and manages the annual budget; provides regular budget reviews and ensures compliance with approved financial plans
- Supervises finance department staff and supports departmental financial planning, including grant compliance and expenditure monitoring
- Ensures adherence to applicable financial regulations and fulfills statutory duties related to treasury and compliance
- Prepares and presents financial reports, cash flow projections, and maintains fixed asset and depreciation schedules
- Provides full financial disclosure across all funds, appropriations, and accounts.
- Coordinates and ensures completion of annual financial audits, including external and grant-related audits
- Works with independent auditors to develop and implement internal control procedures
- Manages investments and develops debt structures to maintain strong financial health and optimize returns
- Oversees revenue collection, disbursements, contract compliance, and purchasing processes as needed
- Advises leadership on internal controls, fiscal policies, and the impact of regulatory changes
- Participates in long- and short-range financial planning and monitors legislative proposals impacting financial affairs
Ideal candidate will possess:
- Bachelors degree in Accounting, Finance, or related discipline required
- CGFM, CPFO or CPA, preferred
- 5+ years progressive experience in finance or accounting, with at least 3 years in a supervisory or leadership role
- Must have strong experience with governmental accounting
- Knowledge of municipal accounting and auditing practices, including fund accounting, financial analysis, and forecasting
- Strong leadership skills with the ability to motivate and lead staff effectively
- Demonstrated ability to foster positive, cooperative relationships with staff, management, and community members
