Job Purpose: 

We are seeking a dedicated Free Zone, Customs, and BOI Compliance Manager to spearhead our adherence to regulatory requirements and optimize operational efficiency. This pivotal role will oversee and manage all facets of Free Zone, BOI, and FTA activities, ensuring seamless compliance and strategic execution.

Key Responsibilities: As the Free Zone, Customs, and BOI Compliance Manager, you will:

  1. Establish robust systems and processes to ensure full compliance with Free Zone, BOI, and Customs regulations.
  2. Manage all BOI privileges and activities, liaising effectively with BOI officers and IC personnel.
  3. Oversee FTA privileges and activities, including Certificate of Origin, Local Content submission, and FTA FORM issuance, while maximizing local content in collaboration with suppliers.
  4. Drive tax optimization initiatives, including Free Zone, IDR, BIS 19, and Tax Refund strategies.
  5. Ensure accurate reporting of Free Zone stock and fulfill obligations to customs authorities.
  6. Effectively manage outsourcing partnerships.
  7. Facilitate local purchasing for designated projects.
  8. Implement efficient scrap management protocols for production and waste disposal.
  9. Coordinate with internal and external stakeholders on Tax Incentives, Cost Reduction initiatives, and related matters.
  10. Foster constructive relationships with relevant Thai Government offices, including DFT, TISI, FTI, MIT, and BOI.
  11. Conduct regular training sessions to enhance organizational awareness and compliance.
  12. Lead cross-functional LVA meetings to streamline operations and meet customer lead time requirements.
  13. Manage supply chain activities, including release orders, material procurement, and coordination with various departments.
  14. Monitor 0409 Status and ensure compliance with monthly shipping and BOI requirements.
  15. Supervise brokers to ensure adherence to company guidelines.
  16. Drive the implementation of D365 to streamline customs procedures.
  17. Conduct HS CODE classification activities.
  18. Conduct periodic internal audits to maintain compliance across all functions.
  19. Provide risk assessments and propose solutions to relevant stakeholders.
  20. Identify opportunities for Customs and tax planning.
  21. Negotiate with customs authorities to accept internal processes that meet Free Zone requirements.

Secondary Activities/Tasks: In addition to primary responsibilities, you will:

  • Verify LVA applications.
  • Liaise with BOI office and other government sectors on BOI and Free Zone matters.
  • Manage import permits relevant to TISI and NBTC regulations.
  • Ensure compliance with Excise Department regulations regarding Batteries.
  • Coordinate MIT Certificates for tender processes.
  • Oversee batch management processes.
  • Manage site returns efficiently.
  • Monitor stock registration and duty-free periods.
  • Facilitate communication with all factories regarding FZ & BOI regulations.
  • Organize meetings, prepare reports, and evaluate results of activities as needed.
  • Instruct and support all company functions relating to FZ, FTA & BOI.
  • Advise on BOI and customs issues and keep management informed.
  • Provide guidance to the business and suppliers on Free Zone processes.
  • Ensure effective communication between internal and external stakeholders.
  • Perform other duties as assigned by division or line managers.

Qualifications, Experience & Skills: To excel in this role, you should possess:

Minimum Qualifications, Knowledge, and Experience:

  • A minimum of 5 years' senior-level experience in Import-Export, BOI, FTA & Free Zone operations.
  • Expertise in Customs and Tax regulations.
  • Bachelor's degree in a related field.
  • Strong knowledge and experience in BOI, FTA, Customs, and IDR regulations.
  • Proficiency in operating EMTs and RMTs programs.
  • Excellent communication and interpersonal skills, with fluency in English.
  • Strong problem-solving abilities, strategic thinking, and a service-oriented mindset.
  • Valid driver's license.

Desirable:

  • Customs Qualifications / Customs Specialist License preferred.
  • Experience in complex manufacturing processes and BoM structures.
  • Understanding and experience of customs audits.
