Experience: 5 – 7 years of relevant HR experience, including at least 1 – 2 years in a senior specialist or supervisory role

Education: Bachelor's degree in Human Resources, Business Administration, Organizational Development or a related field. CIPD, SHRM or equivalent HR certification is preferred. Certification in job evaluation, assessment or performance management is an advantage.

Languages: Bilingual: Proficient in both English and Arabic

About the Role

The Assistant Manager – Talent & Organization Development supports the General Manager of Human Resources & Administration and leads the day-to-day delivery of recruitment, job descriptions and organization development, performance management, and employee engagement. The role combines hands-on execution with strong coordination, analysis and stakeholder management, operating within approved HR policies, manpower plans and delegated authority.

Key Responsibilities

  • Recruitment & Manpower Implementation
    • Manage approved vacancies from sourcing and screening through interviews, selection, offer coordination and pre-employment requirements.
    • Partner with department managers to clarify manpower needs and ensure hiring aligns with the approved manpower plan, budget and Saudization requirements.
    • Maintain accurate recruitment trackers and report vacancy status, progress, challenges and expected joining dates.
    • Coordinate technical interviews, assessments and required approvals, and manage recruitment agencies and sourcing channels.
    • Coordinate onboarding activities to deliver a consistent and professional candidate and new-joiner experience.
  • Job Descriptions & Organization Development
    • Lead the preparation, review and updating of job descriptions in coordination with department managers.
    • Maintain an accurate job description database and ensure duties, qualifications, competencies and reporting relationships reflect current business requirements.
    • Support updates to organization structures and document approved changes in relevant HR records and systems.
    • Participate in job evaluation, grading, competency frameworks, succession planning and workforce optimization initiatives.
  • Performance Management
    • Manage the annual performance management cycle, including objective setting, mid-year reviews and year-end evaluations.
    • Follow up with managers and employees to ensure accurate and complete submissions within approved timelines.
    • Review performance submissions for quality and policy compliance before final management review.
    • Prepare completion reports, rating analyses, calibration data and management presentations.
    • Conduct awareness sessions and support performance improvement plans where required.
  • Employee Engagement
    • Plan and implement employee engagement initiatives aligned with the HR plan, company values and workforce needs.
    • Coordinate engagement surveys, analyze findings and prepare practical action plans and recommendations.
    • Follow up with department managers on agreed engagement actions and monitor progress.
    • Coordinate employee communication, recognition, wellbeing and engagement activities, and evaluate their effectiveness.
  • Reporting & Team Support
    • Prepare dashboards and periodic reports covering recruitment, vacancies, job descriptions, performance and engagement.
    • Supervise and guide assigned employee(s), allocate work and monitor delivery quality and timelines.
    • Provide regular updates to the General Manager on progress, risks, delays and decisions required.
    • Identify process gaps and recommend improvements that enhance efficiency, service quality and employee experience.

Core Competencies

  • Ability to independently manage multiple HR workstreams and coordinate effectively with senior stakeholders.
  • Strong recruitment delivery capability, including sourcing strategy, candidate assessment and agency management.
  • Proven ability to write and review job descriptions and support organization structure changes.
  • Hands-on experience managing performance cycles and producing management-level analysis and reports.
  • Practical experience designing or implementing employee engagement initiatives and action plans.
  • Strong communication, follow-up, judgment and attention to detail, with the ability to perform under pressure.
  • Strong Microsoft Office, HR reporting and data analysis skills, with practical experience using HR systems and recruitment platforms.
