Mission

Take command on any seagoing vessel of 3000 gross tonnage or more or any Non-DP Vessel in accordance with the International Conventions, Codes, Flag State Regulations, Class Rules, local laws and regulations / company requirements

Master / OIM must act as demonstrated in the Company / Vessel Safety Management System (SMS) and as specified in the various Regulatory Documents including and not limited to:
- Act as Person Designated for Safety who has responsibility for implementation of and compliance with the occupational safety and health policy / programme
- Act as the Ship Security Officer as defined in the ISPS Code. Apply all the Codes requirements
Whenever required and trained to act as Offshore Installation Manager (OIM) as defined in IMO resolution A. 1079(28)
As part of the vessel management, ensure the best performance of the vessel and its crew to achieve the project requirements

Tasks

Implement Company SMS Policies (SMS, Health, Safety and Environment, Vessel Security, MLC, Quality), ensure all crew is implementing them
Ensure all shipboard activities are carried out as per International Maritime Legislations, Local, Company, & Client directions
Report timely any required deviations/dispensations from (IMO, Flag, Class) to shore-based management
Report any accidents, dangerous occurrences, unsafe act/conditions, relevant acts with implications for safe working practices/operations/navigability as described in the SMS.
Ensure adherence with Project/Company plans
Manoeuvre/handle vessel in safe conditions. Ensure that trim, stability, stress of vessel is within max allowed limit as per International Conventions. Monitor/act if necessary, during all marine operations/manoeuvres of approaching vessels/cargo barges as per Company procedures
Monitor all persons embark/dis-embark vessel and maintain personnel onboard (POB) records, ensure marine crew meets requirements as per safe manning document issued by flag state.
Ensure onboard training is provided as per maritime Regulation (STCW, IMO A.1079(28) as applicable) and Company Training Matrices
Ensure all people join the vessel is given appropriate ship familiarization for emergency, safety & if applicable security in addition to their respective duties/functions
Ensure Emergency Management onboard including Drills Plans, crew motivation, timely communication with shore-based management/relevant authorities are well practiced as per Maritime regulations/SMS
Ensure watch standards/arrangements as outlined in STCW Convention Ch. VIII are always maintained
Meet requirements of MLC 2006/STCW Ch. VIII w.r.t periods of rest & prevention of alcohol abuse for any person assigned or performing designated safety, prevention of pollution and security duties
Ensure implementation of cyber security arrangements in collaboration with Cyber Security Officer
Maintain appropriate record/logbooks as per Convention,Codes,Flag State,Class,statutory,Company,Client requirements
Exercise overriding authority (as deemed necessary) &responsibility to make decisions w.r.t safety/security of crew, safety of vessel/marine environment & request assistance from Company
Issue standing orders to crew members in clear/simple manner. For Technical personnel, Master must agree with OCM
Can assign special duties to crew(Marine/Technical). For Technical personnel, Master must agree with OCM
Be responsible for ensuring correct rigging/lifting equipment certification management/traceability performed by Chief Mate/Officer in Charge for Nav. Watch in line with applicable requirement
Ensure vessels Document System is updated/disseminated to crew. Take actions to ensure requirements are reflected within vessels Documentation at all time
Assist during third parties Certification, internal audits/inspections, Flag Inspections, PSC, providing full collaboration & follow up rectification process of any raised findings
Ensure proper implementation of Marine related MOC and avoid complacency within Shipboard activities
Ensure Lessons Learned System feeding as applicable
Ensure vessel reporting as per applicable Project/Company requirements
Support ASSET Team as per defined SOW as well as Subcontractors Applicable Technical Requirements
Master/OIM can delegate, keeping responsibility of task, for one or more of above items to:
- Chief Mate/Barge Supervisor and/or Clerical Staff/Quality Coordinator
Master Experience: Minimum five (5) years as Chief Mate on offshore activity
OIM Experience:
For STCW management level CoC holder, at least 3 M sea service on a MOU in any capacity
People not holding STCW management level CoC will be required to have at least 36 M sea service on board a MOU including at least 18 months service as Barge Supervisor or other management level capacity on a MOU
MASTER/OIM shall be fully conversant with SMS
