Role Overview:
The Head of Technical & Delivery/CTO plays a pivotal role in driving Bangkok Silicon Solutions technology execution and delivery excellence. This leader orchestrates project delivery, product lifecycle management, and cross-functional collaboration, ensuring all initiativesinternal and client-facingare delivered with precision, agility, and impact.

Key Responsibilities
Functional Leadership
- Lead and manage Project Management, Product Management, and PMO functions.
- Drive end-to-end delivery of software platforms and client projects.
- Design and evolve Agile and hybrid delivery methodologies with robust governance.
- Provide technical guidance across architecture, engineering, and cloud platforms.
- Support hiring, coaching, and retention of high-impact technical talent.
Stakeholder Collaboration
- Internal: CEO, Commercial, Operations, Finance, HR, Architecture & Engineering teams.
- External: Clients, Strategic Partners, Technology Vendors.
Technical & Knowledge Leadership
- Champion Agile, Scrum, and hybrid delivery models.
- Stay current with enterprise architecture trends and cloud-native approaches.
- Guide product lifecycle strategies and elevate user experience design.
Financial Oversight
- Govern delivery budgets and resource allocation.
- Contribute to financial forecasting, cost optimization, and investment decisions.
People & Performance Leadership
- Manage senior leaders across PM, Product, and PMO.
- Lead talent development through career planning, coaching, and learning paths.
- Build a delivery culture rooted in accountability, learning, and recognition.
Team & Culture Development
Growth & Coaching
- Conduct skills gap assessments and career conversations for team leaders.
- Champion training and certification programs aligned with career paths.
- Provide strategic coaching through regular 1:1s, retrospectives, and real-time feedback.

Project Delivery
Teams are empowered to manage sprint execution and assign responsibilities at the team level. However, the broader delivery framework, including escalation protocols for risks or blockers, remains under centralized oversight to ensure consistency and rapid resolution.
Product Roadmap
Feature-level prioritization and backlog grooming are delegated to product teams, enabling agility and responsiveness. Strategic alignment across functions and stewardship of high-level priorities, however, are retained to preserve direction and coherence across the portfolio.
Hiring & Resourcing
Initial screening and interviewing processes are handled by the respective hiring teams, ensuring speed and contextual evaluation. That said, final approval for leadership-level hires and overall workforce planning are centralized to maintain talent quality and headcount alignment.
Budget Management
Teams have autonomy to operate within allocated budget envelopes. Any new investment decisions or reallocation of funds especially those involving significant trade-offs are subject to leadership approval.
Tools & Vendors
Evaluation and piloting of tools and vendors are encouraged at the functional level to promote innovation. Nonetheless, decisions related to the adoption of strategic platforms or enterprise-wide tools are retained at the leadership level to ensure long-term integration and scalability.
Performance Management
Managers are expected to provide regular feedback and coaching to drive individual growth. Decisions around promotions, compensation inputs, and performance calibrations are overseen by leadership to ensure fairness, consistency, and alignment with organizational standards.

Qualifications & Experience
Required
- Bachelor's degree in computer science, Engineering, or related field
- 10+ years in technical leadership, including full delivery ownership
- Proven experience managing cross-functional teams in tech-driven environments
- Deep expertise in project and product management practices
- Strong communicator and strategic thinker with executional rigor
Preferred
- Master's degree or MBA
- Experience in startup or scale-up environments
- Background with regulated or public sector clients
- Track record of leading complex, multi-million-dollar programs
