 Job Description:

We are working closely with local authority in Plymouth to assist with the appointment of a Programme Manager, on a 7-months contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £624.00- £825.10 per day

Summary:

The Programme Manager will lead the delivery and implementation of the Family Homes for Plymouth Children Programme, a strategic transformation initiative designed to improve outcomes for vulnerable children and families while delivering sustainable service improvements within Children's Services. The role will drive complex programme delivery across multiple workstreams, including family crisis prevention, fostering pathways, residential care redesign, specialist foster support, and the development of local care provision.

Responsibilities:

  • Lead the planning, coordination, and delivery of the Family Homes for Plymouth Children Programme and associated transformation activities.
  • Lead organisational change initiatives that improve pathways for children requiring care, ensuring children remain safely within family or community settings wherever appropriate.
  • Coordinate the profiling and placement matching of children in residential care to suitable foster families and alternative care pathways.
  • Monitor programme budgets, efficiencies, and financial benefits, supporting cost-effective service redesign and transformation objectives.
  • Produce reports, presentations, and programme updates for senior leadership teams, boards, and elected members.

Essentials:

  • Degree-level qualification or equivalent professional experience in programme management, public sector leadership, social care, or a related discipline.
  • Recognised programme or project management qualification (e.g., PRINCE2, MSP, Agile, APM, or equivalent) or substantial relevant experience.
  • Significant experience leading large-scale transformation or programme delivery within Children's Services, social care, local government, or related public sector settings.
  • Experience working within children's safeguarding, fostering, permanence, residential care, or wider Children and Young People's Services.
