Housing Asset Management Lead
Job Description:
We are working closely alongside a Local Authority in East Suffolk to assist with the appointment of a Housing Asset Management Lead, on a 3-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.
Rate of Pay: £198 - £198 per hour
Summary:
The Housing Asset Management Lead will provide strategic leadership and operational oversight of East Suffolk Councils Housing Asset Management functions. The postholder will be responsible for shaping and delivering the Councils Housing Asset Management Strategy, leading major investment programmes, overseeing compliance, and ensuring that residents live in safe, high-quality, and energy-efficient homes.
The role involves developing and delivering multi-year investment programmes informed by comprehensive stock condition data, leading on decarbonisation and regeneration initiatives (including the £12M Warm Homes Scheme), and embedding robust procurement, contract management, and governance processes.
Responsibilities:
- Lead the development and delivery of the Councils Asset Management Strategy for the Housing Revenue Account (HRA) portfolio.
- Develop and maintain technical specifications and contracts for all investment activities.
- Represent East Suffolk Council at external forums, regional groups, and project boards.
- Identify and secure external funding and grants, preparing successful bids in line with governance procedures.
Essentials:
- Degree-level qualification in a relevant built environment discipline (Level 6 or equivalent)
- Significant experience in housing asset management, property, or construction.
- Experience of managing procurement, contracts, and supply chains.
- Familiarity with asset management databases.
- Knowledge of CDM regulations and JCT contract administration.
