Transformation Programme Manager

 Job Description:

We are working closely alongside a Local Authority in Lewisham to assist with the appointment of a Transformation Programme Manager, on a 3-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £34.97 - £46.12 per hour

Summary:

The Transformation Programme Manager will play a pivotal role in leading large-scale organisational redesign and transformation programmes across Adult Social Care (ASC) and Childrens Social Care (CSC). Operating from the Corporate PMO, the postholder will work closely with both directorate DMTs to deliver strategic change, improved services, and cost efficiencies. This is a senior interim role requiring excellent programme leadership skills, political awareness, and a strong track record of delivering service transformation in complex local authority environments.

Responsibilities:

  • Lead major transformation and redesign programmes across ASC and CSC, delivering organisational and cultural change.
  • Manage multi-disciplinary project teams (4+ project managers/staff), providing strong leadership and guidance.
  • Deliver projects to time, budget, and agreed outcomes, ensuring benefits realisation.
  • Manage programme budgets ranging from £100K £1m in line with council budget management processes.
  • Apply design-led approaches, using research, insights, and prototyping to develop innovative service solutions.

Qualifications:

  • Educated to degree level or equivalent relevant experience.

Requirements:
  • Extensive experience in programme and project management, including service redesign, transformation, and change delivery (preferably in local government).
  • Proven record of delivering large-scale change in complex organisations, including savings and service improvements.
  • Demonstrable experience engaging with a wide range of stakeholders, including elected members, senior managers, partners, and communities.
  • Experience of managing and motivating teams to deliver results under pressure.
  • Strong track record of working on own initiative, prioritising workload, and meeting deadlines in a high-pressure environment.
