Rate of Pay: £23.50 - £31.13 per hour

Summary:

Liverpool City Council is seeking a dynamic and experienced Workforce and Improvement Lead to develop and implement a transformative Adult Social Care Workforce Development Strategy. This pivotal interim role will drive citywide workforce improvements across in-house adult social care services, commissioned providers, and the wider care market. The successful candidate will provide strategic leadership, deliver cross-sector collaboration, and ensure sustainable capacity building to enhance person-centred care.

Responsibilities:

  • Lead the design and delivery of a comprehensive Adult Social Care Workforce Development Strategy, aligned with national policy and local transformation goals.
  • Oversee workforce data collection and analysis to identify skills gaps and assess workforce needs across all sectors.
  • Shape a local recruitment and retention strategy tailored to market conditions, promoting long-term workforce sustainability.
  • Establish an inclusive framework for workforce development, including qualifications, continuous training, and access to leadership and career pathways.

Requirements:

  • Proven experience in leading workforce strategy in social care or health sectors.
  • Strong project and programme management capabilities.
  • Skilled in stakeholder engagement across multi-agency environments.
  • Deep understanding of adult social care challenges, particularly workforce pressures.
  • Analytical and data-led approach to workforce planning.
  • Experience advising at senior leadership and political levels.
