HR Business Partner

 Job Description:

We are working closely alongside a Local Authority in Newry, Mourne and Down District to assist with the appointment of a HR Business Partner, on a 6-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £21.24 - £27.52 per hour

Summary:

The HR Business Partner will provide a professional, confidential, and effective HR service across assigned departments within Newry, Mourne and Down District Council. Acting as a trusted advisor, the postholder will support managers and employees on a wide range of people management issues, including employee relations, recruitment, organisational change, and attendance management. The role requires strong HR technical expertise, case management experience, and the ability to build constructive working relationships in a unionised environment.

Responsibilities:

  • Provide proactive, specialist advice and guidance to managers on HR policies, employment law, terms and conditions, and best practice.
  • Case manage a range of employee relations issues, including grievance, discipline, absence, capability, dignity at work, and performance management.
  • Lead on recruitment and selection processes, ensuring compliance with policy and legislation.
  • Support organisational change, restructuring, and workforce planning activities.
  • Liaise with trade unions and employee representatives, contributing to local consultation and negotiation processes.

Qualifications:

  • Level 6 qualification (e.g. Degree in HRM/Business Studies) plus 2 years relevant post-qualification experience, with CIPD membership; OR
  • Level 5 qualification (e.g. HND) plus 3 years relevant post-qualification experience, with CIPD membership; OR
  • Minimum 4 years relevant HR experience in lieu of qualification, with CIPD membership.

Experiences:

  • Recent experience as a HR practitioner case managing employee relations issues in at least two of: absence management, discipline, grievance, capability, or performance management.
  • Experience managing end-to-end recruitment and selection processes.
  • Experience working in a unionised environment.
  • Experience interpreting legislation, codes of practice, and HR policies, and providing expert advice.
  • Experience of managing organisational change and business reorganisation.
