Principal Development Management Officer
Job Description:
We are working closely alongside a Local Authority in North Northamptonshire to assist with the appointment of a Principal Development Management Officer, on a 2.5-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.
Rate of Pay: £21.55 - £28.64 per hour
Summary:
The Principal Development Management Officer will play a key role in implementing the Councils planning policies and managing the development process across North Northamptonshire. The post holder will handle a personal caseload of significant and complex planning applications, while overseeing and mentoring junior officers to ensure high standards of service delivery.
They will contribute to maintaining public confidence in the planning system by ensuring timely and high-quality processing of planning submissions, investigating breaches of planning control, and representing the Council at committees, hearings, and inquiries. The role requires sound professional judgment, excellent communication, and a proactive approach to supporting sustainable development.
Responsibilities:
- Support senior colleagues and managers in the day-to-day operations of the Planning Service.
- Supervise, mentor, and direct assigned staff, including performance management, appraisals, and training.
- Manage a caseload of complex or significant planning applications, including validation, site inspections, research, and consultations.
- Lead a team in assessing planning applications, ensuring recommendations align with national and local planning policy.
- Ensure compliance with all relevant legislation, Council policies, and procedures, including safeguarding, health and safety, equalities, and financial regulations.
Qualifications:
- Degree (or equivalent qualification) in Town Planning or a related field enabling access to Chartered Membership of the Royal Town Planning Institute (RTPI) or equivalent.
- Extensive knowledge of the English planning system, including legislation, the National Planning Policy Framework (NPPF), and best practice guidance.
- Experience of managing a varied and complex caseload of planning applications.
- Strong understanding of planning enforcement, appeals, and committee procedures.
