Position Overview

The Director of Operations at CarverBeth is a senior leadership role responsible for the overall management, performance, and successful execution of company programs and contracts. This role provides strategic and hands-on leadership across program management, operational execution, financial oversight, compliance, and team development. The Director of Operations ensures projects are delivered on time, within scope and budget, and in full compliance with contractual, regulatory, and quality requirements while supporting CarverBeths growth objectives.

Key Responsibilities

Program & Operational Management

  • Provide overall management and performance oversight of all contract activities and task order requirements.
  • Perform day-to-day technical and management support for assigned programs and projects.
  • Organize, direct, and coordinate the planning, execution, and delivery of all project activities and deliverables.
  • Develop, maintain, and manage project plans, schedules, milestones, and budgets.
  • Oversee all phases of the project lifecycle, from initiation and planning through execution, monitoring, and closeout.
  • Identify, assess, and mitigate program risks to ensure successful project outcomes.
  • Apply quality assurance measures to contract execution and operational performance.
  • Develop and implement scalable business and operational processes to improve efficiency and streamline program execution.

Financial Oversight

  • Oversee the financial health of assigned programs, including budget development, cost control, forecasting, and profitability analysis.
  • Monitor contract performance metrics and financial indicators to ensure compliance with contractual and internal targets.
  • Support executive leadership with financial reporting, variance analysis, and operational insights.

Team Leadership & Workforce Planning

  • Lead and manage cross-functional teams, assigning tasks, setting priorities, establishing milestones, and monitoring performance.
  • Serve as the primary point of contact between clients, stakeholders, partners, and internal teams.
  • Ensure alignment of workforce planning, resource allocation, and staffing strategies to meet mission-critical objectives.
  • Mentor and support team members, fostering a culture of accountability, collaboration, and continuous improvement.
  • Drive organizational growth by identifying opportunities for expansion, innovation, and optimization across current and future projects.

Hands-On Execution

  • Actively participate in project tasks, including technical, operational, and administrative activities, as required.
  • Step in to address immediate challenges, resolve issues, and provide direct support to project teams.
  • Ensure operational continuity and responsiveness in dynamic or high-priority situations.

Communication & Stakeholder Engagement

  • Prepare and deliver accurate and timely status reports, briefings, and presentations to internal leadership and external stakeholders.
  • Facilitate regular program and operational meetings to review progress, risks, and corrective actions.
  • Represent CarverBeth professionally with clients, partners, and industry stakeholders.
  • Attend and participate in industry conferences, trade shows, and relevant events to support business development and market awareness.

Compliance, Quality & Continuous Improvement

  • Ensure all project deliverables meet established quality standards, contractual requirements, and client specifications.
  • Ensure adherence to company policies, safety standards, and applicable regulatory and contractual requirements.
  • Drive continuous improvement initiatives focused on operational excellence, risk management, audit readiness, compliance, and organizational resilience.

Travel Requirements

  • Ability and willingness to travel up to 35% of the time, as required by project and business needs.
  • Travel may include domestic and/or international locations.
  • Must possess a valid drivers license and be able to meet travel requirements, including overnight stays.

Qualifications & Experience

  • Bachelors degree in Business Administration, Operations Management, Engineering, or a related field (Masters degree preferred).
  • Demonstrated experience in operations management, program management, or contract management, preferably in government contracting or regulated environments.
  • Proven ability to manage complex, multi-project portfolios with financial accountability.
  • Strong leadership, communication, and stakeholder management skills.
  • Experience implementing process improvements, quality assurance, and compliance initiatives.
  • Ability to balance strategic leadership with hands-on execution.
