About The Client

Our client headquartered in Singapore, is the overseas procurement arm for our groups refinery.  Each of our 2 refineries comes with a 5 million tons per year crude oil refining capacity, with a comprehensive processing capacity of 10 million tons per year. As the overseas procurement arm, our client source crude worldwide from oil majors and national oil companies/producers. Over the years, we have built up good relationships with these oil majors and producers where partnerships were forged and trust were built. Crude purchases were made where we arranged the logistics to transport the cargo to our refineries or it is delivered to our refineries. All these purchases were made by structure financing via international first class financial institutions. Along with logistics, related services such as marine cargo insurance, lost control and risk management were executed.

Job Description

  • Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives
  • Maintains market awareness of oil and gas industry trends, opportunities and turns
  • Demonstrate strong understanding and up-to-date knowledge of market trend in oil ang gas industry especially in Asia and China, best financial & accounting practices, taxation requirement and local regulations.
  • Evaluate business performance KPIs and implement strategic objectives into achievable plans, drive strategic planning process and play a key role in supporting company's rapid growth plans.
  • Protect the companys revenues and profits to achieve full financial control and sustainable growth.
  • Drives operational accuracy, efficiency and scalability through systems and process enhancements and IT infrastructure
  • Ensures timely and accurate analysis of budgets, financial trends and forecasts
  • Develops budgets for new business growth and strategy
  • Analyses business processes to ensure compliance with laws, internal and external policies and regulations.
  • Responsible for ensuring effective and efficient management of the company's financial resources and ensure that all the goals and objectives set by the Board of Directors for the business is achieved.
  • Collaborate and maintain strong relationships with external parties.
  • Any other financial duties and ad-hoc duties as assigned.
  • Reports to Managing Director.

Requirements:

  • Bachelor Degree in Accounting, Finance, Auditing or related discipline,
  • At least 15 years of financial and strategic experience in oil and gas industry, of which 8 years of successful experience in managerial positions from management consulting or business management, corporate leadership, and financial decision-making
  • Experience in fund management (Raising money or investing) and doing busineses in China region
  • Good grasp of global oil and gas market, especially in Asia and China
  • Good understanding / perspective of Finance operating model and corporate finance management
  • Knowledgeable in technical accounting and investment operation, high sense of business acumen.
  • Strong in budget-control, financial planning and risk management
  • Strong leadership, analytical and problem-solving skills
  • Ability to exercise sound judgment and make decisions based on accurate and timely analyses
  • Strong proficiency with Excel and Microsoft Office
  • High level of integrity and dependability with a strong sense of urgency and results-orientation
  • With good interpersonal, communications skills
  • Good command of written and spoken English and Chinese
  • Committed to deadlines and tasks assigned
