Project and Position Summary

We are seeking a Senior Program Associate, Solution Development- Performance Management System (PMS), to design and drive strategic initiatives around performance management, specifically leveraging an Electronic Human Resource Management System (eHRMS) within a government framework. The role involves providing analytical and operational support in solution design, contextualisation, implementation and codification, by building frameworks, tools, and knowledge products that enable systemic reform and align with the government's objectives for efficiency, accountability, and transparency in public sector performance.

The ideal candidate brings a strong ability to synthesise research, analyse datasets, review policies, and draw on global best practices to translate evidence and insights into actionable models that can be piloted, refined, and institutionalised with MDOs.

Roles and Responsibilities

Research and Solutioning (Competency-based Performance Management System)

    • Conducts literature reviews, policy analysis, benchmarking exercises, and diagnostic studies, drawing on national frameworks like Mission Karmayogi and global standards, to define problem statements in current public-sector performance management practices.
    • Synthesises research, administrative data (including eHRMS analytics), and field insights to identify performance gaps and propose evidence-based improvements to PMS design and delivery.
    • Assists in the development and integration of PMS workflows, tools, and digital assets (e.g., templates, self-assessment formats, evaluation forms, dashboards) with platforms such as eHRMS for real-time tracking and performance insights on workforce productivity, employee engagement, and resource allocation
    • Supports the conceptualisation and prototyping of PMS frameworks by translating roles and responsibilities into measurable indicators and defining goal-setting mechanisms to facilitate the pilots, iterations and large-scale implementation of the solution within an MDO
    • Monitors policy updates, regulatory changes, and emerging HR tech trends, and data governance norms to ensure PMS solutions remain scalable, contextually appropriate, and aligned with government priorities

Data Management and Analysis

    • Tracks and validates performance-related datasets from multiple administrative and departmental sources to ensure accuracy and reliability of PMS indicators.
    • Analyses complex qualitative and quantitative data (such as role-wise performance indicators, competency assessment results, supervisor and peer evaluations, work output reports, and performance gap patterns) to generate actionable insights for strengthening the design, calibration, and fairness of the solution
    • Prepares performance reports, dashboards, briefs, and presentations to support evidence-based decision-making
    • Maintains and updates the database of roles, indicators, competencies, and assessment tools within the PMS, and assists with data integration

Project and Knowledge Management

    • Develops and prioritises work plans, ensuring accountability for timelines with minimal supervision and tracks completion of design milestones
    • Develops knowledge tools, templates, training materials, and process guides to facilitate effective dissemination and implementation of the solution
  • Supports the state delivery teams in the planning, implementation and monitoring of solutions across projects and state engagements
  • Documents and codifies learnings from pilot initiatives and internal reviews, contributing to solution testing, refinement and institutional knowledge creation

Collaboration and Team Engagement

    • Supports the team in coordinating with internal verticals, delivery teams and partner organisations to align design objectives with implementation needs
    • Facilitates communication and knowledge exchange by organising meetings, workshops, and presentations to share progress, feedback, and insights on solution development and maturity
    • Builds and maintains productive working relationships with internal and external subject matter experts, assessment and content providers, by ensuring regular interactions, capturing inputs, and identifying opportunities for co-creation and refinement of solutions

Education and Experience

  • Bachelors degree in economics, public policy, social sciences, or a related discipline from a reputable institution
  • 3-6 years of relevant professional experience, particularly in HRM, capacity building, performance management or project management
  • Prior exposure to government ecosystems or multi-stakeholder initiatives is strongly preferred
