Job Purpose:

The Liaison and Permitting Executive is responsible for securing and ensuring the timely and accurate preparation, submission, and coordination of all regulatory documents and permits required for Supply and Operations. The role acts as the focal for all regulatory compliance matters to support Supply and Operations Teams and liaise with the external government and regulatory agencies including the Philippine Economic Zone Authority (PEZA), Bureau of Customs (BOC), Department of Energy (DOE), Bureau of Fire Protection (BFP), Department of Environment and Natural Resources (DENR), Community Environment and Natural Resources Office (CENRO), and Local Government Units (LGUs) such as City Health Office and City Engineering Office. The Liaison and Permitting Executive ensures that the company remains compliant with all applicable regulations, enabling smooth and uninterrupted business operations at all times.

Principal Accountabilities:

Regulatory Liaison and Compliance

  • Facilitate the preparation, submission, and follow-up and securing of permits and compliance documents required by, among others:
    • Philippine Economic Zone Authority (PEZA)
    • Bureau of Customs (BOC)
    • Department of Energy (DOE)
    • Bureau of Fire Protection (BFP)
    • Department of Environment and Natural Resources (DENR) for environmental compliance and reporting
    • Community Environment and Natural Resources Office (CENRO) for local implementation of environmental permits
    • Local Government Units (LGUs) including:
      • City Health Office for sanitary permits, medical clearances, and health-related compliance
      • City Engineering Office for construction, building, and facility-related permits
      • Other relevant city or municipal departments
    • Other national or local regulatory agencies, as required
  • Ensure all regulatory requirements and permits are updated, renewed, and stored properly for auditing and operational reference.

Documentation Management

  • Prepare and process PEZA farm-in and farm-out documents for inbound and outbound transactions involving regulated goods or materials.
  • Maintain detailed records of compliance activities and correspondence with government agencies and submit the related reportorial requirements.
  • Draft and process Letters of Authority (LOA) and other documents as required by PEZA or other agencies for specific transactions or projects.

Coordination and Reporting

  • Coordinate with internal departments to ensure timely collection and provision of necessary documentation and information for regulatory filings.
  • Monitor compliance timelines, advise on potential risks or lapses, and proactively seek resolutions.
  • Submit regular compliance status updates.

Qualifications:

  • Bachelors Degree in Business Administration, Public Administration, Customs Administration, or related field.
  • At least 2 years of experience in liaison, regulatory compliance, or administrative roles, preferably in an industrial, logistics, or petroleum terminal environment.
  • Familiarity with PEZA and BOC processes is an advantage.
  • Strong communication and interpersonal skills.
  • Organized, proactive, and capable of handling multiple documentation tasks simultaneously.
