The Outside Plant Technician under the direct supervision of Sr. Outside Plant Engineer or Engineer, installs, maintains Outside Plant Infrastructure, and splices copper and fiber optic cables in both outdoor and indoor settings, reads, creates and maintains splicing schematics and diagrams, maintains control of Outside Plant activities surrounding the assigned work site(s), takes and maintains accurate splicing and field notes, supports project timelines, and inspects, designs, and provides accurate staking sheets for projects.

This position is offered as a temporary, full-time role for a fixed term of twelve (12) months; commencing on the official start date. Should the operational requirements necessitate an extension beyond the initial contract period, the employee will be formally notified and provided with updated terms of engagement.

Responsibilities

  • Outside Plant infrastructure installation to include copper and fiber optic cable installation, construction, maintenance, and repair works.
  • Splice copper and fiber optic cables; able to place a mid-sheath splice; prepare and maintain splicing records, schematics, and diagrams.
  • Work with Construction PM and/or OSP Engineers to perform splicing as directed; provide the OSP Engineers with detailed reports of field splicing activity.
  • Test and troubleshoot fiber using an OTDR, optical power meter, fiber identifier and scope.
  • Perform routine Outside Plant maintenance; recognize and repair route issues, including hand-hole cleanup; place and test jumpers in communication cabinets
  • Locate and repair cable faults to prevent signal failure interruptions.
  • Validate and test end-to-end service provisioning for the cable network.
  • Confirm accurate cable termination on cross connect, patch panels, hubs and routers.
  • Review site surveys, design drawings, technical manuals for cable installation feasibility.
  • Maintain project tracing information such as production sheets, timesheets and customer required paperwork; enter and maintain outside plant records.
  • Participate in engineering, permit and construction processes to support capital projects or project contracts.
  • Perform work in accordance with industry standards; conform to quality control guidelines (includes compliance with requirements outlined in applicable regulations such as: OSHA, FCC, NESC and NEC, etc.
    • Be familiar with RUS standards,
    • Read and follow design engineers instructions and specifications.
    • Maintain the scope of work on the project.
    • Adhere to safety procedures.
  • Provide on-the-job training in telecommunications field work to student interns or trainees.
  • Perform work of Combination Technician as needed.
  • Perform call out and/or standby work which involves responding and restoring services for emergency calls, responsible for being on the job at short notice to repair damaged cables until service is restored Perform
  • Perform other related duties or tasks as assigned or required.

Required Qualifications, Capabilities, And Skills

  • High school graduate or equivalent
  • 3 years of experience in outside plant installation and repair for both copper and fiber, 6 to 12 months of this must be in the construction of outside plant facilities

Preferred Qualifications, Capabilities, And Skills

  • Technical school graduate desirable
  • Certification for Fiber Optic Cable installation or vendor certification for business systems installation and maintenance are desirable, but not required at time of hire
  • Valid drivers license and ability to drive with manual gear shift required

Physical Demands

The physical activity of this position includes climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.

The physical requirements of this position involve light work, exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently; a negligible amount of force constantly to move objects.

For visual acuity requirements including color, depth perception and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines; using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

Working Conditions

In this role, the worker is subject to the following conditions: Inside environmental conditions and outside environmental conditions. Noise that may cause the worker to shout in order to be heard above the ambient noise level. Exposure to oscillating movements (vibration) of the extremities or whole body Subject to hazards, which includes a variety of work conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. Required to function in narrow aisles or passageways. Required to climb towers of up to 260 feet.
