Schedule: Flexible Shifting Schedule with a 12hrs duty

Scope and Purpose:

As a People Management Manager, you will be required to operate in a number of different capacities. You will manage, lead, and direct the routine functions and processes of the People Management department including recruitment, benefits, compensation, employee relations, health and safety, compliance, brand management, administration support, and training and development. The People Management Manager also enforces company policies and practices, while overseeing performance evaluations, disciplinary actions, and terminations.

Your role handles mostly people-related tasks for the company such as the alignment of HR personnel with efficient processes, current business strategies, and other organizational tasks. To do this role properly you should have a detailed understanding of each department under your management. You should be extremely fast at solving problems, excellent in task management, people management, time management, tactical leadership, and overall accountability. You will also be required to utilize the full Airtable, Microsoft Office and Google Suite.

It is paramount that the People Management Manager role operates in a confidential manner as some tasks may require maneuvering business-critical items. Time is always of the essence in your role. Likely the most vital understanding of the portion in which you will fill is executing visions from the executive team and doing that with little to no oversight yet expected to show results. Your focus should be on building a solid foundation for which the rest of the HR department can rely on.

Essential Duties and Responsibilities:

  • Analyze Business Processes

o First, analyze existing business processes using various methods such as gap analysis or PDCA (Plan-Do-Check-Act).

o Propose, plan, implement, execute, and train on processes.

  • Develop Strategies

o Act as an internal consultant, developing short and long-term strategies for the organization and incorporating Six Sigma, Agile, and other practices. The goal is to reduce workflow inefficiencies and streamline processes.

  • Lead Activities

o Coordinate and lead key projects for improvement across the People Management Department. Directly collaborate with another manager and your line manager to discover the most effective means for progress.

  • Monitor Progress

o A crucial aspect, monitoring progress in order to check if changes yield desirable results.

  • People Management

o Oversees the daily workflow of each department under People Management.

  • Oversight and Collaboration with:

o Compensation (Compliance, payroll, Last pay computation, 13th month pay, Income tax return, Leave credits etc.)

o Benefits (HMO, retirement, health care, educational allowance, Leave, Salary loan, government related benefits, Statutory Contributions etc.)

Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive programs to ensure the organization attracts and retains top talent.

o Recruitment (Job analysis, Recruiting, assessing, interviewing, selecting, JOL Delivery, Contract Discussion, marketing, etc.)

  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

o Employee Relations (Engagements during offboarding, retention, disciplinary, etc.)

  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as investigating allegations of wrongdoing, and terminations.
  • Oversees employee disciplinary meetings, terminations, and investigations.

o Training and Development (New employee onboarding, training modules, Employee and Management Career Development, Performance Evaluation. etc.)

  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.

o Brand Management (CO website, corporate social responsibilities, CO events/league, CO clubs gatherings, webinars and partnership, public relations, outreach, etc.)

  • Help promote work/life balance with engagement activities both inside and outside the office.

o Administration Support (Clerical, record keeping,Government agency relationship, data entry, filing, etc.)

  • Utilize the admin support staff to remain efficient, and to allow other personnel to focus on their core functions.

o Legal Compliance

  • Making sure the contracts are aligned with the labor code of the philippines by the help of corporate attorneys.

o Health Compliance

  • Making sure the company is compliant with occupational health and safety Policy in DOLE.
  • Evaluates and analyzes Internal Controls and Processes. Includes, but not limited to the following:

o Task Management

o Project Management

o Other departmental operational processes

o Prepares recommendation/reports based to be presented and shared with the President, AVP, and the Executive Team.

o Conducts audits of paperwork and other important documents needed for operations:

  • 201 files
  • Benefit usage - HMO, education, etc.
  • WYS usage / security


o Review and evaluate policies and procedures

  • Ability to work independently, with limited required direction and guidance
  • Reporting needs:

o Must create weekly, monthly and quarterly sum reports for directors and create templates and processes

o Create an end of audit report template and process

o Create an action report template for the Supervisor to distribute to the process owner for adjustment/fixes.

Skills & Qualifications:

  • Bachelor Degree holder of Business Administration, Human Resource Management, or Equivalent

  • Good organizational and prioritization skills

  • Willing to adopt a fast-paced working environment

  • Ability to work well under pressure

  • Able to demonstrate Initiative

  • Excellent English language skills (written and speaking)

  • Very good computer skills; computer literate

  • Detail-oriented and a high level of accuracy in work product

  • Ability to maintain confidentiality

  • Ability to work independently and meticulously

  • Good time management and multitasking skills

  • Willing to work a flex schedule

o Weekends and night shift if needed

o Standard work schedule will be from 6 am to 6 pm Monday to Thursday

  • High level of intelligence

  • 45 words per minute typing minimum


  • A minimum of 2-4 years in a BPO setting or equivalent HR experience

  • A minimum of three years of human resource management preferred

Working Conditions:

  • Working schedule is set currently at 9am to 6pm but will be asked to regularly work on a Flexible schedule to accommodate all working shifts, which includes nights, at Clark Outsourcing.
  • Walking, standing, reaching, pulling, speaking, hearing, etc. abilities are required to operate within the environment.
  • Duties are performed within an open office environment using office computer equipment.
  • Involves regularly sitting in front of and utilizing a computer, and presenting stand-up teaching and/or training sessions.
