Job Requirements:

1. Experienced:

o Minimum of 5 years' experience in a Telecom Project.

2. Education:

o College Graduate in Engineering field.

3. Technical Knowledge:

o Understanding of railway telecom systems (e.g., GSM-R, CCTV, PA, UPS and

Battery, Voice and Data, DAS, Access Point, Fiber Optic Cable,

Masterclock, Cybersecurity, etc.

o Familiarity with structured cabling, fiber optics, data networks, and radio

communication systems.

4. Standards and Regulations Knowledge:

o ISO 9001:2015 Quality Management System.

o Railway-specific standards (e.g., EN50126, EN50128, EN50129).

o Local/national telecom and safety regulations.

5. Quality Management Tools:

o Proficiency in audits, non-conformance reports (NCR), corrective/preventive

actions (CAPA).

o Familiarity with quality documentation like ITPs (Inspection and Test Plans),

checklists, and method statements.

6. Project Management:

o Ability to align QA/QC activities with project milestones.

o Coordination with engineering, construction, testing & commissioning

teams.

7. Analytical and Problem-Solving:

o Root cause analysis.

o Risk assessment and mitigation planning.

8. Communication & Reporting:

o Clear and concise reporting to stakeholders.

o Coordination with contractors, suppliers, and client quality representatives.

9. Software Skills:

o MS Office, AutoCAD (basic review), document control platforms (like Aconex,

Procore).

o QMS and audit tools.


Key Responsibilities of a QC/QA Manager

1. Quality Planning:

Develop and maintain the Project Quality Plan (PQP).

Prepare and approve Inspection and Test Plans (ITPs) for telecom systems.

2. Documentation Control:

Ensure proper document control and traceability of all telecom installations.

Maintain material submittals, method statements, and test certificates.

3. Inspection and Testing:

Supervise and coordinate inspections of structured cabling, telecom equipment

installation, and fiber testing (e.g., OTDR, Power Meter).

Witness Factory Acceptance Tests (FATs and FITs) and Site Acceptance Tests

(SATs).

4. Auditing and Compliance:

Conduct internal and supplier audits.

Ensure compliance with contractual and regulatory requirements.

5. Non-Conformance and Corrective Actions:

Issue and track NCRs and support root cause investigations.

Monitor the implementation of corrective and preventive measures.

6. Training and Awareness:

Conduct training on quality standards and processes.

Ensure that site staff are aware of project-specific quality expectations.

7. Interface Management:

Collaborate with civil, electrical, signaling, and system integration teams to manage

cross-discipline quality interfaces.

8. Progress and Quality Reporting:

Prepare and submit quality reports, KPIs, and dashboards.
