POSITION SUMMARY

The Cost Estimator is responsible for developing accurate cost estimates and financial models that support bid and proposal activities across Franklin Energy. Working closely with the Principal Cost Estimator and cross-functional teams including Business Development, Client Delivery, Finance, Engineering, Product Solutions, and Strategy, this role develops pricing models, analyzes cost inputs, and supports competitive pricing strategies for new business opportunities.

The Cost Estimator plays a key role in ensuring proposals are financially sound, data-driven, and aligned with organizational goals. This position requires strong analytical skills, attention to detail, and the ability to collaborate with multiple stakeholders to gather inputs, evaluate assumptions, and deliver clear and accurate cost estimates within tight proposal timelines.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Develop cost estimates and pricing models for proposals and new business opportunities.

Collaborate with Business Development, Client Delivery, Engineering, Product Solutions, and

Finance teams to gather cost inputs and validate assumptions.

Build and maintain detailed financial models and pricing templates that support proposal

development.

Analyze labor, operational, and program cost drivers to ensure accurate and competitive pricing.

Support the development of price-to-win strategies through financial modeling and scenario

analysis.

Review proposal inputs to ensure cost assumptions are reasonable, consistent, and aligned with

program requirements.

Maintain documentation and version control for pricing models and supporting analysis.

Analyze historical bid data and pricing trends to inform future estimating efforts.

Assist in the development and refinement of standardized estimating tools and templates.

Support reporting and analysis related to proposal performance, pricing accuracy, and estimating trends.

Participate in process improvement initiatives to streamline estimating workflows and improve data

quality.

Provide financial analysis and insights to support proposal teams and leadership decision-making.

POSITION REQUIREMENTS

Education and Experience

Bachelors degree in Finance, Accounting, Economics, Engineering, Business Analytics, or related field

required.

3–5 years of experience in cost estimating, financial analysis, pricing, budgeting, or related analytical roles.

Experience supporting bid and proposal development processes preferred.

Experience in energy, engineering, construction, consulting, government contracting, or infrastructurerelated industries is a plus.

Technical Skills
Advanced proficiency in Microsoft Excel required.
Proficiency in Microsoft Office (Word, Outlook, PowerPoint).
Experience with PowerBI, financial modeling tools, or ERP systems preferred.
