About CTL,E.P.

Cabos de Timor-Leste (CTL), E.P. is the state-owned enterprise of Timor-Leste entrusted with the critical mandate of managing and operating the nation's international submarine cable infrastructure and domestic terrestrial backbone network. CTL's primary function is to provide reliable wholesale internet bandwidth to internet service providers (ISPs) and mobile network operators within the country.

Key Responsibilities

- Ensure compliance with regulations on telecommunications and competition;

- Review, draft, and manage customer, vendor, and partner contracts;

- Provide legal advice on corporate, commercial, and regulatory matters;

- Maintain all corporate registrations and legal documents;

- Develop and implement internal compliance policies and training;

- Other duties as necessary.

Qualifications

- Law degree from an accredited university;

- License to practice law in Timor-Leste highly desirable;

- High level of integrity;

- Strong analytical, negotiation, and drafting skills;

- Knowledge of Timorese telecommunications, corporate, and contract law;

- Discretion and ability to handle confidential information;

- Excellent command of Tetum and Portuguese;

- Proficiency in other languages is a plus.
