JOB SUMMARY

The Safety Officer 3 is responsible for overseeing and implementing workplace safety and health programs in compliance with government regulations and internal company standards. This role ensures adherence to occupational safety, environmental, and health protocols, helping to prevent injuries, promote safety awareness, and maintain compliance with DOLE, DENR, and other applicable regulatory bodies. The role includes risk assessment, training, inspections, documentation, and response coordination for safety-related concerns across Dermorepubliq sites.

KEY RESPONSIBILITIES

Occupational Safety and Health Program Management

  • Plan, implement, and monitor occupational safety and health (OSH) policies, procedures, and programs.
  • Conduct regular site inspections and risk assessments to identify hazards and recommend corrective actions.
  • Lead accident and incident investigations, perform root cause analysis, and submit reports to appropriate authorities.
  • Monitor implementation of safety measures and ensure consistent compliance across departments.
  • Deliver OSH training, toolbox meetings, and other safety awareness sessions.
  • Collaborate with HR in onboarding programs and ensure new employees are briefed on safety standards.

Regulatory Compliance and Reporting

  • Ensure company-wide compliance with DOLE,OSH standards, regulations, and related local ordinances.
  • Prepare and submit mandatory government reports including AMR/WAIR/reports on safety organization /AEDR/OSH committee minutes of meeting
  • SMR and CMR (for PCO)
  • Coordinate with regulatory bodies and assist during inspections, audits, or compliance visits.
  • Oversee and facilitate the renewal of permits and licenses related to safety and environment.

Emergency Preparedness and Response

  • Coordinate emergency drills (fire, earthquake, evacuation) and ensure emergency response teams are trained and equipped.
  • Ensure functionality of emergency equipment, first-aid kits, and firefighting gear across all sites.
  • Develop and maintain the company's emergency preparedness and response plan.

Environment, Health & Safety (EHS) Oversight

  • Support waste management, hazardous material control, and sustainability programs.
  • Monitor and review repair, installation, and construction work in adherence to safety protocols.
  • Participate in internal safety committee meetings and maintain meeting documentation and action plans.

Process Improvement and Documentation

  • Develop, update, and maintain OSH-related policies, SOPs, guidelines, and safety manuals.
  • Review and improve existing procedures based on incident data, compliance updates, or internal audit findings.
  • Standardize documentation practices for inspections, incident reporting, and training records.
  • Contribute to organizational process improvement initiatives related to health, safety, and environmental compliance.

Culture Building and Collaboration

  • Promote a safety-first culture by leading campaigns, recognition programs, and employee engagement efforts.
  • Work with department heads to strengthen accountability and ownership of safety protocols.
  • Continuously improve safety processes and propose solutions based on audit and inspection findings.

QUALIFICATION & REQUIREMENTS

Education:

  • Bachelor's degree in any field; a background in Engineering or Technical disciplines is a plus.

Experience:

  • Minimum of 3 years relevant experience in safety, health, and environmental roles, preferably in manufacturing, logistics, or industrial environments.
  • Experience handling government reporting and regulatory inspections is a plus.

SKILLS & COMPETENCIES

Technical Skills:

  • BOSH for SO2 is required; advanced certifications such as COSH, LCM, SPA, or TOT are preferred.
  • Strong knowledge of Philippine OSH and environmental regulations (DOLE, OSH)
  • Skilled in incident investigation, root cause analysis, and corrective action planning.
  • Proficient in report writing and documentation of safety-related activities.
  • Experienced in developing and maintaining policies, procedures, and SOPs.
  • Capable of delivering effective training and managing safety campaigns.
  • Computer-literate, with working knowledge of Microsoft Office tools (Word, Excel, PowerPoint).
