POSITION OVERVIEW:

The Transportation System Project Director / Advisor will lead and advise on the development, delivery, and optimization of a large-scale, high-profile transportation infrastructure program within the GCC region. This role combines strategic vision, technical expertise, and leadership to ensure seamless integration of transport modes, alignment with national vision STRATEGIES (e.g., Saudi Vision 2030, UAE Centennial 2071, Qatar National Vision 2030), and adoption of smart city technologies.

Fluency in Arabic and English is essential for engaging with senior government officials, regional stakeholders, and international partners.

KEY RESPONSIBILITIES:

Strategic Leadership & Government Advisory

  • Serve as the principal advisor to government ministries, transport authorities, and executive committees on project strategy, delivery models, and policy frameworks.
  • Ensure alignment of the transportation system with national development strategies and urban mobility master plans.
  • Lead the integration of smart mobility solutions, including intelligent transportation systems (ITS), autonomous transport readiness, and digital ticketing/payment platforms.

Program & Project Oversight

  • Direct all phases of the transportation program from concept and feasibility to delivery and operational handover.
  • Manage multi-billion-dollar budgets, ensuring fiscal discipline and value-for-money procurement.
  • Oversee large, diverse, multidisciplinary teams, including international consultants, contractors, and government technical departments.

Technical & Operational Excellence

  • Review and validate technical designs, engineering plans, and system integration strategies for rail, metro, BRT, or highway networks.
  • Ensure compliance with GCC transport regulations, international safety standards, and environmental sustainability guidelines.
  • Drive innovation in transport automation, IoT-based traffic management, and real-time passenger information systems.

Stakeholder & Public Engagement

  • Represent the project at ministerial briefings, high-level negotiations, and international conferences.
  • Facilitate collaboration between local municipalities, infrastructure agencies, and community stakeholders.
  • Lead bilingual (Arabic/English) communications to ensure clarity and alignment across all stakeholders.

Quality, Risk, and Compliance

  • Implement world-class quality assurance frameworks and risk management practices.
  • Oversee regulatory approvals and ensure compliance with environmental, cultural heritage, and urban planning laws.
  • Establish operational readiness programs for smooth system launch and sustained performance.

QUALIFICATIONS & SKILLS:

  • 15+ years in leadership roles for large-scale transportation or infrastructure projects, ideally in the GCC or Middle East.
  • Proven track record managing mega-projects in metro, rail, highways, or multimodal transport systems.
  • Experience working with government agencies, royal commissions, and public-private partnerships (PPP).
  • Strong understanding of smart city technologies and sustainable transport solutions.

Skills:

  • Fluency in Arabic and English (both written and spoken).
  • Exceptional leadership, negotiation, and diplomatic skills.
  • Deep knowledge of transport system integration, urban mobility planning, and advanced traffic management systems.
  • Strong financial management and contract administration expertise.
