Role Outline

To design, expand, and modernise professional membership and accreditation frameworks for Saudi-regulated professions, with a primary focus on organisations such as Saudi Organization for Chartered and Professional Accountants (SOCPA), Saudi Council of Engineers (SCE), and comparable Saudi authorities across real estate, valuation, audit, engineering, and allied professional sectors.

The role will strengthen membership uptake, professional progression pathways, international equivalency, and market credibility, aligned with Vision 2030 localisation, quality, and governance objectives.

Key Objectives
Expand membership volumes and engagement across regulated professions
Improve membership structures, tiers, and progression pathways
Enhance international recognition and mutual accreditation agreements
Modernise certification, CPD, licensing, and renewal frameworks

Key Responsibilities
Membership Strategy & Growth
Redesign membership tiers (student, associate, professional, fellow, specialist, etc.) to improve progression and retention
Introduce clear career-linked pathways from education accreditation senior professional status
Increase membership penetration across private sector, government, and giga-projects
Develop incentives for corporate memberships and employer adoption
Accreditation & Professional Standards
Review and enhance licensing, examination, assessment, and CPD frameworks
Benchmark Saudi standards against UK, EU, North American, and APAC professional bodies
Develop equivalency, bridging, and fast-track routes for internationally trained professionals
Ensure frameworks align with Saudi regulatory, legal, and Shariah requirements
International & Institutional Engagement
Lead MOUs and reciprocity agreements with global professional institutes
Engage universities, training providers, and international bodies to align curricula
Represent Saudi professional bodies in international forums and benchmarking exercises
Governance, Policy & Digital Enablement
Support boards and regulators with policy reform, governance models, and compliance frameworks
Modernise membership systems, digital credentialing, and lifecycle management
Improve data, reporting, and performance metrics for membership health and impact

Required Experience:

8+ years in professional bodies, regulators, institutes, or accreditation authorities
Direct experience expanding or reforming membership and certification frameworks such as:

Accounting / Audit
ACCA
CPA
CMA
CIA
CFA

Engineering
PE (US)
CEng (UK)
PMP (global)

Safety / Quality
NEBOSH
ISO Lead Auditor

IT / Risk
CISA
CISM
CRISC

Proven track record in regulated professions, such as:
Accounting / Audit / Finance
Engineering & Technical Professions
Real Estate, Valuation, or Built Environment

Prior exposure to Middle East or Saudi Arabia (preferred but not mandatory)
Direct experience expanding or reforming membership and certification frameworks
Experience with Royal Charters, statutory regulators, or professional councils
Led international equivalency or recognition programs
Experience supporting national localisation / skills development agendas
