The Technical Safety Engineer will be responsible for ensuring that safety engineering deliverables during the FEED and Detailed Design phases of oil and gas projects are executed in compliance with international standards, project specifications, and regulatory requirements. The role supports safe design by identifying, evaluating, and mitigating technical safety risks throughout the design process.

JOB RESPONSIBILITIES:

  • Develop and deliver technical safety studies during FEED and detailed design including:
  • Fire and Explosion Risk Assessments (FERA)
  • Quantitative Risk Assessments (QRA)
  • Hazard Identification (HAZID)
  • Hazard and Operability Studies (HAZOP)
  • Safety Integrity Level (SIL) assessments
  • Escape, Evacuation, and Rescue Analysis (EERA)
  • Emergency Systems Survivability Assessment (ESSA)
  • Firewater Demand and Fire Protection Studies
  • Define and specify safety systems, including Fire & Gas detection, fire protection systems, and emergency shutdown systems.
  • Review and ensure compliance with project-specific and regulatory safety standards (e.g., API, NFPA, IEC, NORSOK, ISO).
  • Interface with process, layout, instrumentation, and piping disciplines to ensure safety is incorporated into design.
  • Participate in and facilitate safety-related workshops (e.g., HAZID, HAZOP, LOPA).
  • Prepare Safety Philosophy, Fire Protection Philosophy, and other safety basis documents.
  • Review vendor documents related to safety equipment and systems.
  • Ensure that safety aspects are incorporated in design drawings such as Plot Plans, Escape Route Drawings, Safety Layouts, etc.
  • Support the development of risk registers and ALARP demonstrations.
  • Provide input to commissioning, operations, and maintenance teams related to safety requirements.

KEY QUALIFICATIONS:

  • Bachelors degree in Chemical Engineering, Mechanical Engineering, or equivalent discipline.
  • 10-15+ years of relevant experience in technical/process safety engineering within the oil & gas industry.
  • Prior experience with FEED and detailed engineering phases of upstream or downstream oil & gas projects.
  • Proficient in using technical safety tools and software such as PHAST, FLARESIM, DNV Phast Risk, PIPENET, etc.
  • Familiar with international and local safety design codes and standards (e.g., API, NFPA, IEC, ISO, OISD).
  • Experience working in EPC/EPCM environment or engineering consultancy preferred.
  • Strong analytical and problem-solving skills
  • Ability to interpret and apply safety standards and regulations
  • Good communication and interpersonal skills
  • Strong report writing and documentation capabilities
  • Team player with ability to work across disciplines and interface with clients
  • TUV Functional Safety Certification (SIL) (Preferred)
  • NEBOSH/IOSH Certification or equivalent HSE training (Preferred)
