Key Responsibilities:
- Lead the design and implementation of cluster-based economic development strategies for governments, economic zones, and international organizations.
- Advise high-level policymakers and leadership teams on cluster policies, sectoral innovation frameworks, and ecosystem competitiveness.
- Develop and operationalize sectoral frameworks aligned with national priorities, regional strategies, and global best practices (e.g., EU cluster programs).
- Engage and collaborate with multilateral agencies (e.g., World Bank, UN agencies, EU bodies) on strategic economic development initiatives.
- Provide technical leadership for economic ecosystem development within giga-projects such as NEOM or equivalent, with recent, direct project experience.
- Represent the organization in high-level dialogues, policy workshops, and multilateral working groups globally.
- Publish white papers, frameworks, and thought leadership on best practices in cluster development, ecosystem innovation, and sectoral transformation.
QUALIFICATION:
- Hold a Masters in Public Administration or equivalent
- Have 25+ years of experience in cluster-based economic development
- Has advised at least 15 governments or multilateral organizations on ecosystem policy or cluster design
- Have served at the World Bank or equivalent multilateral institution
- Have designed sectoral frameworks for governments or multilateral programs (e.g., EU cluster initiatives)
- Have implemented economic ecosystem projects within NEOM or similar economic zones in the last 3 years
