As a part of a prominent multi-year public infrastructure initiative, ANE is managing the development of four new borough-based jails in New York City, replacing the Rikers Island complex.
About the Role
As Deputy Program Manager, you will play a critical leadership role in the execution and oversight of a high-profile design-build program. This position offers long-term career stability, hands-on impact, and the opportunity to shape vital public infrastructure.
Key Responsibilities

Provide leadership in program management and project coordination to ensure successful project execution.

Oversee implementation of policies and procedures to align with program goals.

Manage contracts, scope, budgets, and staffing, maintaining strong relationships with clients and ensuring timely responses to concerns.

Lead and mentor a multidisciplinary team including project managers, inspectors, schedulers, estimators, and safety personnel.

Coordinate efforts across design, program controls, community outreach teams, and other stakeholders.

Identify challenges and opportunities, analyze risks, and propose effective mitigation strategies.

Support financial oversight by tracking expenses, assisting with budget forecasting, and managing project costs.

Lead Operations Review Meetings to communicate project progress and financial status.

Model integrity, accountability, and professional standards while mentoring junior staff.
Requirements

Bachelor's degree in a related field.

Approximately 15 years of experience managing complex construction projects.

At least 5 years in a leadership role managing large-scale, high-rise, or public infrastructure construction.

Strong knowledge of construction cost, scheduling, estimating, engineering, and procurement processes.

Advanced ability to read and interpret contract documents, architectural/engineering drawings, specifications, scopes of work, and project schedules.

Proven leadership, communication, and interpersonal skills.

Proficiency with construction and project management software tools.

Strong presentation and reporting skills.

High proficiency in Microsoft Office Suite.
