As a part of a prominent multi-year public infrastructure initiative, ANE is managing the development of four new borough-based jails in New York City, replacing the Rikers Island complex.

About the Role

As Deputy Program Manager, you will play a critical leadership role in the execution and oversight of a high-profile design-build program. This position offers long-term career stability, hands-on impact, and the opportunity to shape vital public infrastructure.

Key Responsibilities

  • Provide leadership in program management and project coordination to ensure successful project execution.

  • Oversee implementation of policies and procedures to align with program goals.

  • Manage contracts, scope, budgets, and staffing, maintaining strong relationships with clients and ensuring timely responses to concerns.

  • Lead and mentor a multidisciplinary team including project managers, inspectors, schedulers, estimators, and safety personnel.

  • Coordinate efforts across design, program controls, community outreach teams, and other stakeholders.

  • Identify challenges and opportunities, analyze risks, and propose effective mitigation strategies.

  • Support financial oversight by tracking expenses, assisting with budget forecasting, and managing project costs.

  • Lead Operations Review Meetings to communicate project progress and financial status.

  • Model integrity, accountability, and professional standards while mentoring junior staff.

Requirements

  • Bachelor's degree in a related field.

  • Approximately 15 years of experience managing complex construction projects.

  • At least 5 years in a leadership role managing large-scale, high-rise, or public infrastructure construction.

  • Strong knowledge of construction cost, scheduling, estimating, engineering, and procurement processes.

  • Advanced ability to read and interpret contract documents, architectural/engineering drawings, specifications, scopes of work, and project schedules.

  • Proven leadership, communication, and interpersonal skills.

  • Proficiency with construction and project management software tools.

  • Strong presentation and reporting skills.

  • High proficiency in Microsoft Office Suite.
