Senior Human Resource Consultant

Role:
We are seeking an experienced Senior Human Resource Consultant to partner with our company during a critical phase of growth from China into the United States. The ideal candidate has a proven track record of standing up HR functions from the ground up. You will provide expert guidance on HR operations, legal compliance, employment law and strategic initiatives across our U.S. locations, with a focus on payroll, total rewards programs including equity, and stock-based compensation.
Key Responsibilities:
- Assist in establishing and scaling HR functions from scratch, including policies, processes, and infrastructure for an established biotech in China that is expanding to the U.S
- Design and implement HR programs in compliance with employment laws in the U.S. and China, including payroll, hiring, onboarding, employee relations, and off boarding
- Processes, develop and oversee compensation strategies, emphasizing total rewards, company equity, stock options, restricted stock units (RSUs), and other equity-based incentives aligned with biotech industry Practices
- Guide management on equity plan design, administration, and communication to attract and retain top talent
- Provide strategic counsel on organizational structure, and workforce planning to support rapid growth and innovation
- Support payroll setup and compliance, integrating equity compensation and benefits programs into existing or new HR systems
- Ensure legal compliance and best practices related to employment, benefits, and industry-specific regulations across jurisdictions
- Collaborate with finance and legal teams to coordinate equity grants, stock option plans, RSU issuance, and related tax considerations
- Deliver expert advice on total rewards design, benchmarking, and competitive analysis to optimize employee engagement and retention
Qualifications:
- Extensive experience standing up HR functions from scratch in high-growth or startup environments, preferably in biotech or life sciences
- Deep expertise in company equity programs, stock options, RSUs, and other long-term incentive plans. Strong knowledge of employment law and compliance in both the U.S. and China
- Proven track record in designing and implementing total rewards programs and compensation structures for innovative organizations
- Excellent project management, influencing, and communication skills
- Ability to work independently, troubleshoot complex issues, and provide strategic guidance to executive leadership
- Bachelor's degree in Human Resources, Business Administration, Life Sciences, or a related field; advanced certifications or industry-specific experience
Preferred Skills:
- Experience working with biotech, pharmaceutical, or research-focused startups
- Bilingual in English and Mandarin Chinese preferred
- Familiarity with international tax implications of equity and compensation programs
