Summary of Services

The Nurse Practitioner/Physician Assistant will assist in providing medical and nursing services to support Navy Recruiting Command (NRC) in program areas: reviewing medical accession and program entry cases submitted via the electronic waiver tracking system (currently Webwave II) and provide clinical recommendations based on those reviews. NRCs mission is to ensure all applicants meet physical and mental standards to perform required duties, support Navy operational readiness, and be worldwide deployable.

Medical review activities include evaluation of medical documentation for both enlisted and officer applicants, determination of compliance with DoD and Department of the Navy (DON) medical standards, and preparation of formal recommendations to CNRC for final waiver determinations. Similar review processes may also be required for Fleet Programs, special duty designations, and reconsideration or appeal cases.

Working Hours

The Nurse Practitioner/Physician Assistant normally works between the hours of 0730-1630, Monday through Friday excluding holidays. There may be some opportunities to modify the state and end times with the approval of the government representative.

Qualifications

  • Graduate of Nurse Practitioner (NP) program.
  • Graduation from an accredited medical school, PA program (ARCPA), or nursing school (NLNAC/CCNE).
  • Certification by the American Nurses Credentialing Center (ANCC) orAmerican Association of Nurse Practitioners (AANP) as a Certified Registered Nurse Practitioner (CRNP).
  • Current, active, and unrestricted license (physician, PA, or NP) to practice nursing in the United States.
  • Experience in Occupational Medicine, Internal Medicine, or Family Practice.
  • Biannual certification in BLS for Healthcare Provider CPR.
  • Minimum of one (1) year experience providing medical fitness for duty recommendations for law enforcement candidates and incumbents.

Duties and Responsibilities:

Medical Record Review & Waiver Recommendations

  • Review medical records for:
    • Enlistment or commissioning applicants
    • Special Duty designators and Navy Enlisted Classifications (NECs)
    • Other assigned medical qualification cases
  • Make official waiver and retention recommendations bearing CNRC signature authority
  • Conduct chart reviews of physical exams from MEPS, military treatment facilities, or civilian providers

Electronic Case Review

  • Use approved systems (e.g., electronic waiver system, DoD EMR, health exchange portals) to review documentation
  • Evaluate supplemental documents as needed for clinical accuracy
  • Handle various case types including:
    • Enlistment and commissioning waivers
    • Special Duty assignments
    • Reconsideration and appeals
    • Quality assurance and inter-rater reliability reviews

Application of Standards

  • Apply relevant medical standards and policies including:
    • DoDI 6130.03 Vol 1 & 2
    • OPNAVINST 1420.1 series
    • MANMED Chapter 15
    • Local N33 waiver guidance and other DoD/USN memoranda

Workload Management

  • Review a minimum of 3 cases per hour once trained
  • Maintain daily throughput of 2450+ cases per FTE
  • Prioritize cases in submission order unless directed otherwise
  • Assess and manage case complexity:
    • Tier 1: Low complexity (e.g., expedited waivers)
    • Tier 2: Moderate complexity (e.g., asthma, orthopedics)
    • Tier 3: High complexity (e.g., mental health, cancer, cardiac issues)

Timeliness Compliance

  • Meet deadlines based on case urgency:
    • Urgent: Same day (if before 1530 CST)
    • Expedited: Within 1 hour (if before 1530 CST)
    • Special Duty: Within 2 business days
    • Reconsideration: Within 3 business days
    • Routine: Within 2 business days

Quality Assurance & Reporting

  • Conduct peer reviews for consistency and reliability
  • Participate in quality assurance assessments
  • Submit monthly case tracking reports to the Contracting Officers Representative (COR)
