Citizenship / Access Requirements: U.S. citizenship and English-language proficiency are required for VA system access. Personnel must satisfy all VA onboarding, identity-verification, training, and access requirements applicable to the position.

Security Requirements: No classified clearance is specified. The position is designated Low Risk and requires a favorable National Agency Check with Inquiries background investigation, annual VA privacy and security training, and all applicable system-access approvals.

Number of FTEs: Not specified. Staffing must be sufficient to meet assigned workload, quality, accuracy, and turnaround requirements.

Type of Employment: Full-Time or Part-Time, based on assigned workload.

Estimated Total Compensation: $34.00 per hour.

Working Hours: No fixed individual shift is specified. Remote schedules are assignment-dependent and must support required turnaround times and coverage aligned with Charleston VA Medical Center business hours.

Work Arrangement: Fully remote within the United States. All work must be physically performed in the United States using approved equipment, software, encoder tools, internet connectivity, reference resources, and a secure workspace.

Period of Performance: January 1, 2027 through December 31, 2031, if all four option periods are exercised.

Summary of Services

The Inpatient/Outpatient Coder will remotely review VA health records and accurately code inpatient episodes and outpatient encounters for VISN 7. The role includes assigning and validating diagnosis and procedure codes, completing required data entry, resolving coding questions, and maintaining required accuracy and turnaround standards.

Mandatory Qualifications

Must be a U.S. citizen and be able to read, write, speak, and understand English.

Must have at least two years of coding experience in the specific coding area assigned.

Must have formal training in anatomy and physiology, medical terminology, pathology and disease processes, pharmacology, health-record content, reimbursement methodologies, and current coding systems.

Must maintain an active RHIA, RHIT, CCS, or CCS-P credential from AHIMA, or an active CPC or CPC-H credential from AAPC. Other credentials are not accepted by the solicitation.

Must be proficient with ICD-10-CM, ICD-10-PCS as applicable, CPT, HCPCS Level II, coding guidelines, encoder tools, electronic health records, CPRS, and VistA-related data entry.

Must maintain at least 95 percent coding accuracy and meet all assigned turnaround and quality requirements.

Must successfully complete the Low Risk NACI background process and all required VA privacy, information-security, and mandatory training.

Must be able to work securely and independently from an approved location within the United States while protecting VA information.

Duties and Responsibilities

Review inpatient and outpatient health-record documentation and identify all reportable diagnoses, procedures, services, conditions, and required data elements.

Assign and sequence accurate ICD-10-CM, ICD-10-PCS, CPT, and HCPCS Level II codes in accordance with official guidelines and VA requirements.

Code outpatient clinic, urgent-care, radiology, laboratory, ancillary, and ambulatory surgical services as assigned.

Code inpatient episodes of care, including principal and secondary diagnoses, procedures, present-on-admission indicators, and DRG-related information.

Complete required Patient Treatment File transition types and follow facility protocols for opening, correcting, and retransmitting inpatient records.

Apply current coding guidance, Coding Clinic direction, CPT instructions, Correct Coding Initiative bundling rules, modifiers, and facility-specific protocols.

Determine whether documentation supports assigned codes and identify missing, conflicting, incomplete, duplicate, erroneous, or insufficiently documented encounters.

Abstract required data and accurately enter or validate information in CPRS, VistA, approved encoder systems, and other authorized VA applications.

Re-review coded encounters and episodes during pre-bill review or following denials and make supported corrections or provide coding justification.

Maintain coding accuracy of at least 95 percent and meet all facility-established turnaround and delivery requirements.

Communicate documentation deficiencies, coding questions, and workflow concerns through established channels.

Protect VA information and complete all privacy, information-security, orientation, annual training, quality-review, and corrective-education requirements.

Maintain all required credentials, access approvals, and inpatient and outpatient coding knowledge throughout the assignment.

Required Candidate Submission Documents

Current resume documenting at least two years of experience in the applicable coding specialty, along with a signed Letter of Intent and completed candidate cover page.

Proof of an active accepted AHIMA or AAPC credential and any education or training documents supporting the minimum qualifications.

OIG exclusion search results and any background, security, identification, privacy, training, or onboarding documents requested by Fidelity Partners or the Government/client.
