Type of Employment: Full-Time, 40 hours per week.
Period of Performance: 26 March 2026 – 27 March 2031.
Estimate Pay: $23.46 per hour.
Paid Time Off: Up to 80 hours per year, which starts accruing on the day of hire.
Sick Leave per Year: Up to 56 hours per year, which starts occurring on the day of hire.
Paid Federal Holidays: Eleven (11) Paid Federal Holidays and any other day designated by Federal Statute, any other day designated by Executive Order, or any other day designated by the Presidents proclamation.
Travel: Travel may be occasionally required between the CTVHCS campus locations: Olin E Teague -Temple Campus, the Doris Miller VAMC – Waco campus, Austin Outpatient Clinic – Austin campus, and Austin Annex based on staffing and patient need.
Working Hours
The Phlebotomist will normally work Monday through Friday between the following hours:
- 0700 am - 3:30 pm (with 30-minute lunch break)
- 0400 am - 12:45 pm (with 45 min lunch)
- 0600 am - 2:45 pm (with 45 min lunch)
- 07:30 am - 4:15 pm (with 45 min lunch)
- 4:00 pm – midnight (with 30-minute lunch break)
- Midnight – 8:00 am (with 30-minute lunch break)
Work will be performed at the following locations:
- Olin E. Teague VA Medical Center, 1901 Veterans Memorial Drive, Temple, TX 76505
- Doris Miller VA Medical Center, 4800 Memorial Drive, Waco, TX 76711
- Austin Outpatient Clinic, 7901 Metropolis Dr., Austin, TX 78744
- Temple Annex, 4501 S. General Bruce Dr. STE 88, Temple, Tx 76502
Summary of Duties
The Phlebotomist will provide Phlebotomy Services to the Veterans Affairs population at various locations in Texas. This includes, but is not limited to, the collection of blood and urine samples, the preparation and tracking of all laboratory samples, the biological specimen preparation and packaging for shipment, and the maintenance of laboratory logs and other records as necessary to comply with Clinical Laboratory Inspection Amendment (CLIA) guidelines.
Qualifications
- High School Diploma or Equivalent.
- Completion of a certified phlebotomy program and a minimum of 12 months of documented full-time phlebotomy experience, or Medical Laboratory Technician Certification, or ASCP or ASPT Certification, a Plus but not required, and a minimum of
- Must have at least six (6) months of applicable experience.
- Contractor personnel shall possess basic proficiency in spoken and written English.
- Experience with specimen collection, packaging, and shipment to referral laboratories, with knowledge of maintaining appropriate records, must be shown on the resume.
- Must be Cardio-Pulmonary Resuscitation (CPR) certified either by the American Red Cross (ARC)or the American Heart Association (AHA).
- Three (3) references (name, address, capacity, telephone), including the current or last supervisor; statement of availability.

Physical Demands
- Will be required to wear a Contained Air Purifying Respirator (CAPR) or equivalent for respiratory isolation contact when working in the COVID rooms.
- Work requires extended periods of staying in one position, sitting, or standing.
- Some light (less than 40 pounds) lifting.
- Attention to detail and concentration when verifying patient identification and test request data, and when accessioning and labeling specimens.
- This may be intermittent with periods requiring physical activity, such as walking moderate distances.
Attire
Phlebotomist attire must be clean and always present a neat, professional appearance. The PIV card is a uniform requirement. Shoes must be closed to protect feet and appropriate for standing and walking; high heels, clogs, or slide-in styles are not acceptable. Shoes must be rubber-soled and cover the entire foot. Employees will observe the PPE policy at all times.
Duties and Responsibilities
- Performs phlebotomy (venipuncture) and urine specimen collection on patients.
- Ensures proper identification of patients, as determined by CTVHCS policy.
- Uses knowledge of human anatomy, aseptic technique, and phlebotomy material selection (i.e. vacutainer, syringe, butterfly).
- Uses judgment in selection of phlebotomy site based upon the patient's condition, age group, and type of test to be performed.
- Prepares phlebotomy site for proper specimen collection, based upon knowledge of blood specimen types, request forms, anticoagulants, and transport conditions, testing procedures.
- Conveys to the patient the intention of performing a phlebotomy while showing understanding and empathy for the patient's condition.
- Performs glucose tolerance testing by administering pretest substances and drawing blood at specific time intervals.
- Contact Medical Staff in handling patients in cases of fainting, convulsions, and illness.
- Follows universal precautions, infection prevention and control guidelines in the performance of all procedures, wears task-appropriate PPE, disposes of needles and contaminated waste, and follows patient isolation requirements in the performance of all procedures. Follows proper procedures in the storage and disposal of needles and syringes.
- Assists in disinfecting and closing the Phlebotomy Room at the end of the shift.
- Perform processing procedures
- Proper centrifugation of specimens
- Aliquot specimens
- Unpack/pack, track, and distribute specimens to the appropriate sections.
- Receive specimens and accompanying request forms for any of the tests that can be performed and check each for proper identification.
- Accession orders by use of the computer system.
- Clearly labels specimens after drawing with patient's name, identification number (SSN), phlebotomist's initials, collection time, and date as required.
- Files results of completed laboratory tests.
- Maintains adequate stock of supplies.
- Rotate stock as needed to ensure supplies are used according to expiration dates.
- providing patients with appropriate guidance, answering nontechnical inquiries, and referring technical inquiries to the appropriate laboratory staff member.
- Assists the receptionist in accessioning patients and in providing instructions to patients for testing (i.e., clean catch urines, GTT's, 24-hour urines, etc.).
- Some data entry may at times be required.
- Other areas other than the assigned duty for the day may be assigned to meet workload demands.
