Clearance Requirements: National Background Check with Inquiries, Fingerprints, and Drug Screen.
Type of Employment: Full-Time, 40 hours per week.
Period of Performance: Date of Award, with two option years (3 years total).
Estimate Pay: $29.22 per hour.
Paid Time Off: Up to 80 hours per year, which starts accruing on the day of hire.
Sick Leave per Year: Up to 56 hours per year, which starts occurring on the day of hire.
Paid Federal Holidays: Eleven (11) Paid Federal Holidays.
Working Hours
The Phlebotomist will normally work Monday through Friday, 5:30 am to 2:00 pm, with a 30-minute unpaid lunch break. The Phlebotomist will not work more than 40 hours a week. The schedule may be adjusted as mutually agreed upon between the contractor and the Contracting Officer's Representative (COR) or Health Services Administrator (HSA).
Summary of Duties
The Phlebotomist will provide Phlebotomy Services for the prison population at the Federal Transfer Center-Oklahoma, Bureau of Prisons. This includes, but is not limited to, the collection of blood and urine samples, the preparation and tracking of all laboratory samples, the biological specimen preparation and packaging for shipment, and the maintenance of laboratory logs and other records as necessary to comply with Clinical Laboratory Inspection Amendment (CLIA) guidelines.
Qualifications
- Completed a phlebotomist training program from a post-secondary school or college accredited by a regional or national accrediting organization recognized by the U.S. Department of Education.
- Hold a current, active, full, and unrestricted license or registration as a Medical Assistant-Phlebotomist from the State of Washington.
- Must have at least six (6) months of applicable experience.
- Experience with specimen collection, packaging, and shipment to referral laboratories, with knowledge of maintaining appropriate records, must be shown on the resume.
- Must be Cardio-Pulmonary Resuscitation (CPR) certified either by the American Red Cross (ARC)or the American Heart Association (AHA).
- Two (2) Letters of Reference are required.

Attire
The Phlebotomist is expected to wear professional clothing while on duty (scrub uniforms are approved). The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing. Items specifically prohibited include, but are not limited to, open-toed shoes and sleeveless, see-through, or skin-tight clothing.
Duties and Responsibilities
- Collect clinical laboratory specimens (human blood) for testing requested by a clinician.
- Collection of specimens will be accomplished via routine venipuncture and capillary procedures.
- Collect other body fluids and clinical specimens (i.e., stool, urine, sputum). Incumbent instructs patients on proper specimen collection, including stool and urine, for laboratory analysis.
- Incumbent is responsible for specimen processing and transport. Processing will include, but not be limited to, specimen centrifugation, aliquoting, and mixing.
- Appropriately handles infectious and bio-hazardous waste.
- Incumbent assists laboratory staff in a variety of laboratory-related activities, including but not limited to ordering entry into a computerized laboratory information system, preparing laboratory-related paperwork, storing, and inventorying laboratory supplies.
- Incumbent will maintain required competency training as outlined by accrediting standards and local policy.
- Actively participate in the institutions Quality Management program by reporting quality issues, attending meetings, and in-service programs when applicable.
- Maintain an accurate inventory of all needles and syringes used to replace sub stock inventory.
- The incumbent may be called upon to perform other technical or clerical duties, not previously defined, as necessary to meet the needs of the department.
