Job Summary
The Business Development Head is responsible for identifying, developing, evaluating, and securing water treatment, bulk water supply, wastewater, and related infrastructure projects. The role leads the end-to-end business development process—from market scanning, stakeholder engagement, feasibility assessment, commercial structuring, and bid preparation through contract negotiation, financial close, and project turnover. The position builds strategic relationships with local government units, water districts, private developers, industrial customers, regulators, financial institutions, technical partners, and other stakeholders. It ensures that proposed projects are commercially viable, technically feasible, legally compliant, financeable, and aligned with the company's growth strategy and investment criteria.
Duties and Responsibilities
Business Development Strategy and Opportunity Pipeline
- Develop and implement the business development strategy for water treatment, bulk water supply, wastewater, desalination, reuse, and related infrastructure projects
- Identify target markets, priority locations, prospective clients, and potential partners
- Maintain a qualified project pipeline and establish clear development priorities, milestones, and resource requirements
- Monitor industry trends, water-demand projections, competitor activity, regulatory developments, and emerging technologies
- Present market-entry and growth recommendations to senior management
Project Origination and Stakeholder Development
- Originate projects through direct engagement with water districts, LGUs, national government agencies, private developers, industrial customers, and other potential off-takers
- Build and maintain relationships with decision-makers, regulators, communities, technical partners, investors, and lenders
- Lead initial discussions, project presentations, site visits, and stakeholder consultations
- Establish strategic partnerships, joint ventures, consortium arrangements, and other project-development relationships
Project Feasibility and Investment Evaluation
- Lead the preliminary evaluation of project opportunities, including water-source availability, demand, treatment requirements, site conditions, transmission infrastructure, permitting, environmental and social considerations, and implementation risks
- Coordinate technical, financial, legal, tax, commercial, and regulatory due diligence
- Review feasibility studies, demand assessments, capital and operating cost estimates, implementation schedules, and risk analyses
- Recommend whether projects should proceed, be restructured, deferred, or discontinued
Commercial and Financial Structuring
- Develop commercially viable project structures, including concession arrangements, joint ventures, public-private partnerships, bulk water supply agreements, off-take arrangements, and other delivery models
- Lead tariff development, financial modeling, sensitivity analysis, investment-return assessment, and affordability analysis
- Evaluate capital requirements, operating costs, funding options, guarantees, and commercial risks. Ensure that proposals meet the company's investment, profitability, and risk thresholds
Bid, Proposal and Tender Management
- Lead the preparation and submission of bids, unsolicited proposals, competitive proposals, prequalification documents, and technical-commercial offers
- Establish bid strategies, work plans, responsibilities, and internal deadlines
- Coordinate inputs from Engineering, Operations, Finance, Legal, Regulatory, Procurement, and external advisers
- Review proposal assumptions, pricing, commitments, qualifications, and contractual requirements
- Ensure complete, accurate, competitive, and timely submissions
Contract Negotiation and Project Closing
- Lead or support negotiations for memoranda of understanding, joint venture agreements, concession agreements, bulk water supply agreements, engineering and construction arrangements, and other project documents
- Coordinate with Legal, Finance, Engineering, Operations, and senior management to resolve commercial and contractual issues
- Secure internal approvals and support the fulfilment of conditions precedent, regulatory approvals, permits, financing requirements, and other project-closing obligations
Project Transition and Implementation Support
- Facilitate the orderly turnover of awarded projects to the project implementation and operations teams
- Transfer project assumptions, commitments, contracts, stakeholder information, risk registers, and approval conditions
- Continue to support stakeholder coordination, permitting, commercial clarifications, and contract administration during the transition
- Monitor whether implementation remains consistent with the approved business case and contractual commitments

Bachelor's degree in Engineering, Business Administration, Economics, Finance, Environmental Science, Public Administration, Postgraduate degree in Business Administration, Engineering Management, Registered Engineer, At least 12–15 years of relevant professional experience
