Job Summary: The Senior Billing and Settlement Manager is responsible for leading and overseeing all billing, settlement, and revenue assurance activities related to the company's power customers. This includes the validation and generation of invoices, reconciliation of market settlements, management of customer accounts, and ensuring regulatory compliance with market operators and industry regulators. The role plays a critical function in ensuring revenue accuracy, operational efficiency, and customer satisfaction.
KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:
Customer Billing Management
- Oversee the end-to-end billing process for all power customers (e.g., WESM, Retail Supply, bilateral contracts).
- Review and validate monthly invoices based on metering data, contract terms, and market prices.
- Ensure timely issuance and delivery of accurate bills to customers.
- Coordinate closely with metering, energy trading, and customer account teams to ensure billing data integrity.
Market Settlement Reconciliation
- Lead reconciliation of market transactions and settlement statements from PEMC/IEMOP and ERC-licensed parties.
- Address discrepancies in settlement amounts, validate market adjustments, and coordinate with Finance for accurate revenue booking.
- Monitor energy allocations, imbalances, and penalties related to settlements.
Revenue Assurance and Collection Support (20%)
- Support Finance in tracking receivables, collection schedules, and payment application.
- Address customer billing disputes and provide technical clarification on charges and computations.
- Assist in resolving aged receivables and monitor contract compliance related to billing and payments.
Regulatory Compliance and Reporting (10%)
- Ensure billing and settlement practices comply with ERC, DOE, and IEMOP regulations.
- Prepare regulatory reports and assist in audits involving billing and settlement data.
- Participate in industry consultations and working groups as needed.
TECHNICAL COMPETENCIES AND SKILLS:
- Electricity Market Operations: Deep understanding of WESM, retail competition (RCOA), and bilateral contracting.
- Billing and Settlement Systems: Proficiency in using billing platforms and settlement reconciliation tools.
- Contract Interpretation: Ability to translate commercial and regulatory terms into billable actions.
- Data Analysis & Validation: Strong attention to detail in analyzing metering data, market rates, and energy volumes.
- Regulatory Compliance: Familiarity with ERC regulations, IEMOP market rules, and financial reporting standards.
- Dispute Resolution: Capability to resolve billing-related issues with professionalism and customer focus.
- Process Improvement: Skill in identifying inefficiencies in billing workflows and recommending automation or controls.
EDUCATION, TRAININGS, LICENSES REQUIRED:
- Bachelor's degree in Engineering, Accountancy, Business, or a related field. CPA or REE license is an advantage.
- At least 710 years of experience in the power and energy sector, with a strong background in billing, settlement, or market operations
- Experience working with PEMC/IEMOP, energy trading desks, or utilities is highly preferred.
- Proficient in MS Excel, billing systems, and ERP platforms (e.g., Oracle, SAP); knowledge in SQL or Power BI is an advantage.
- Strong analytical, communication, and stakeholder coordination skills.
