Job Summary
To prepare, monitor, verify, analyze, countercheck and provide electrical, mechanical and civil engineering technical supports and assistance in carrying out various activities relative to project approval, development, implementation, awarding, status reports, third party audits and coordination with various groups.Duties and Responsibilities
Duties:
- Coordinate with concerned groups in developing project plan, schedule and scope;
- Plan and coordinate project activities to ensure timely completion. Coordinates and works with the project construction team to report project implementation issue registers to ensure the delivery/completion of the project milestones;
- Undertake investigation works and data gathering necessary for project pre-construction activities e.g. site selection, site preparation related works, and historical reports;
- Develop Terms of Reference, Specifications, Scope of Works and Contracts related to Project pre-construction (e.g. site investigation activities, consultancy)
- Maintain list of consultants and contractors, identifies the technical specifications of a contract and evaluates proposals based on the evaluation criteria;
- Provide technical guidance for project design and development activities
- Provide technical support in reviewing Basis of Design, Minimum Functional Specifications, Technical and Commercial Tender Documents (e.g. EPC contract)
- Assist in the preparation of prequalification documents, quotation/tender documents, tender clarifications and tender evaluations for project implementation (EPC contract)
- Monitor contract accomplishments including verifying and checking of invoices and claims from consultants and contractors to ensure that all terms are captured and properly followed;
- Provide planning support for project managers which includes primavera schedules, monitoring of milestone progress and monitoring of observations/non conformances;
- Assist in devising strategies to overcome roadblocks or delays through various methods such as using industry related technical knowledge and innovating short cuts or alternatives;
- Assist in ensuring that contract terms conform to company requirements and commitments;
- Lead the technical review of designs and drawings needed for all phases of the project;
- Lead in complying with the technical requirements of insurance, lenders, government agencies and other 3rd parties;
- Perform other tasks as may be assigned from time to time.
- Provide technical support in the audit of accomplishments and reports from Consultants and Contractors;
