Duties and Responsibilities


DESCRIPTION OF FUNCTIONS

 

KEY ACCOUNTABLE 1- FACILITIES MANAGEMENT

·        Oversee the maintenance and operation of all facilities within the organization, ensuring they meet the highest standards of safety, functionality, and cleanliness.

·        Ensure reliable operations of facilities equipment system physical appearance safety and security of all facilities by conducting regular inspections.

·        Consistently implement preventive maintenance works and undertake corrective maintenance if necessary.

·        Resolve facility maintenance issues, and develop and implement strategic plans to improve and optimize facility operations, including identifying and implementing cost-saving measures.

·        Conduct regular inspections and audits of facilities to identify any potential issues and implement corrective actions.

·        Update and maintain records or documentation (as-built plans, operation and maintenance manual, warranty certificates, monthly/week checklist) of all equipment.

·        Monitor utilities consumption usage, including electricity, water and gas consumption to identify trends, anomalies, and opportunities for optimization.

·        Analyze utilities data to identify potential cost-saving opportunities, inefficiencies, and areas for improvement.

 

KEY ACCOUNTABLE 2- ADMINISTRATION

·        Support the Facilities Manager in preparing an annual budget for all technical services and repairs and maintenance materials needed for the efficient operation of the facilities.

·        Support the Facilities Manager in the performance evaluation of the service providers.

·        Support the Facilities Manager in monitoring all safety programs to ensure safety of the facilities. These also include coordinating and implementing Emergency Preparedness Drills and Annual Fire/Earthquake Drills.

·        Support the Facilities Manager in coordinating and implementing energy conservation measures. Ensure all common area utility consumptions are properly monitored and within budget.

·        Foster a positive and inclusive work environment, promoting teamwork, collaboration, and open communication.

·        Professionally represent the organization, demonstrating a strong commitment to the organization's mission and values.

 

KEY ACCOUNTABLE 3 – TENANT RELATION

·        Evaluate and review technical plans for minor construction and renovation submitted by unit Merchants based on design and construction guidelines. Ensure that reviewed plans should be evaluated and returned to the Merchants with agreed turnaround time.

·        Conduct technical design briefing and pre-construction meetings with Merchants/representatives and contractors.

·        Monitor tenant’s fit-out and construction works of all Mechanical, Electrical, Plumbing/Sanitary, Fire Protection System & Auxiliary System.

·        Coordinate construction activities, ensuring compliance with building codes, safety regulations, and lease agreements.

·        Conduct post-construction inspections and coordinate the handover of completed spaces to tenants.

KEY ACCOUNTABLE 4- ENVIRONMENTAL MANAGEMENT SYSTEM

·        Develop and implement pollution control programs and initiatives aimed at reducing environmental impact and preventing pollution.

·        Conduct regular inspections and audits to assess compliance with pollution control measures and identify areas for improvement.

·        Develop and implement strategies to ensure continuous compliance with environmental requirements.

·        Collaborate with relevant departments to develop and implement best practices for pollution prevention and control.

·        Assist the Facilities Manager (Managing Head) securing environmental permits and licenses required for the organization's operations, including Environmental Compliance Certificates (ECCs), Pollution Control Officer (PCO) accreditation, and other necessary permits.

·        Ensure timely renewal of permits and licenses to maintain legal compliance.

Technical Competencies and Skills

• Competency 1 - Computer literate with MS Office background, particularly Excel. • Competency 2 - With sense of urgency, keen to details and can-do multi-tasking with minimal supervision. • Competency 3 - Responsible, with sense of commitment

Education, Trainings and Licenses Required

PRC Licensed Holder, Licensed Electrical or Mecanical Engineer
