Job Summary

The Plant Operator Supervisor is responsible for supervising the day-to-day operations, maintenance, and electromechanical performance of water and wastewater treatment facilities. The role ensures continuous, safe, efficient, and compliant plant operations through effective supervision of plant operators and technicians, implementation of preventive and corrective maintenance programs, monitoring of treatment processes, and adherence to regulatory, safety, and company standards. This position serves as the on-site technical and operational lead, bridging plant operations, electromechanical maintenance, and facility management requirements.

Duties and Responsibilities

KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:

 

 

1. Plant Operations Supervision

·       Supervise daily operations of water and wastewater treatment plants (WTP/STP), ensuring facilities operate within design parameters and approved operating procedures.

·       Review and validate daily operational data including flow rates, pressure, power consumption, chemical usage, and water/effluent quality results.

·       Ensure proper operation of pumps, motors, valves, blowers, filters, and chemical dosing systems.

·       Lead plant start-up, shutdown, and emergency response activities.

·       Escalate operational abnormalities, equipment failures, and process deviations to management with recommended corrective actions.

 

2.  Maintenance and Electromechanical Oversight

·       Supervise preventive and corrective maintenance activities for mechanical, electrical, and electromechanical equipment.

·       Ensure compliance with approved maintenance schedules, turnaround times, and standard operating procedures.

·       Troubleshoot equipment failures and coordinate repairs, replacements, and upgrades.

·       Monitor asset condition, spares usage, and maintenance records; recommend improvements for asset reliability and lifecycle management.

·       Coordinate with internal teams and contractors for specialized repairs, testing, and commissioning activities.

 

3. Compliance, Safety, and Quality Control  

·       Ensure compliance with environmental and regulatory requirements (DENR, LLDA, DOH, NWRB, and local regulations).

·       Supervise sampling, monitoring, and documentation of water and effluent quality results.

·       Maintain accurate records of operations, maintenance, incidents, and compliance submissions.

·       Enforce safety, health, and environmental policies on-site; ensure proper use of PPE and safe work practices.

·       Participate in audits, inspections, and regulatory visits.

 

4. People and Contractor Supervision

 

·       Directly supervise plant operators, technicians, and assigned personnel.

·       Conduct on-the-job training, technical coaching, and performance monitoring of staff.

·       Prepare work schedules, duty rosters, and shift assignments.

·       Supervise contractors and service providers, ensuring compliance with contracts, SLAs, and safety requirements.

 

5. Reporting and Coordination

·       Prepare and submit daily, weekly, and monthly operational and maintenance reports.

·       Coordinate with Facility Managers, Engineering, SCM, and Finance teams for operational support, procurement, and budgeting needs.

Support implementation of operational improvements, efficiency initiatives, and minor facility upgrades.

Technical Competencies and Skills

Strong knowledge of water and wastewater treatment processes and operations • Working knowledge of electromechanical systems (pumps, motors, MCCs, instrumentation, controls) • Ability to supervise maintenance and troubleshoot operational issues • Proficient in MS Office; familiarity with SCADA, CMMS, or monitoring systems is an advantage • Good leadership, communication, documentation, and problem-solving skills • High level of integrity, accountability

Education, Trainings and Licenses Required

• Bachelor’s Degree or Technical/Vocational training in Engineering, Industrial Technology, or related field (preferred) • At least 5 years experience in water or wastewater plant operations, with minimum 2 years in a supervisory role • Certifications such as Pollution Control Officer (PCO), Safety Training
