We Are Hiring: HR Operations Manager | Riyadh, KSA

A leading organization in Riyadh is seeking an experienced HR Operations Manager to oversee large-scale HR functions and ensure smooth HR service delivery for a workforce of over 10,000 employees.

Requirements

  • Minimum 10 years of experience, including 3+ years in a managerial role handling large operations

  • Bachelors degree in HR, Business Administration, or related field

  • Strong knowledge of Saudi Labor Law, Qiwa, GOSI, Muqeem, and HR compliance

  • Experience with ERP systems (SAP, Oracle, Microsoft Dynamics)

  • Strong leadership, communication, and decision-making skills

  • Proven ability to manage high-volume HR operations for 10,000+ employees

Key Responsibilities

  • Lead and manage all HR operations and service processes across the organization

  • Supervise teams handling Payroll, C&B, Recruitment, HR Ops, and Employee Relations

  • Ensure smooth onboarding and offboarding processes

  • Support and guide line managers on HR policies and employee matters

  • Coordinate with Finance and other departments for accurate HR and payroll data

  • Monitor HR KPIs such as turnover, absenteeism, and workforce distribution

  • Ensure full compliance with Saudi labor regulations and company policies

  • Lead employee engagement and retention initiatives

  • Review and approve HR reports for senior management

  • Identify and implement process improvements to enhance HR service delivery

  • Handle government platform transactions including Exit Visa, Escape Report, and Iqama Renewal through Muqeem
