Mobilization /Demobilization Senior Specialist

Job Post: Mobilization / Senior Specialist 

1. Position Summary

The Mobilization / Senior Specialist ( O&M Projects) is responsible for identifying, documenting, tracking, and ensuring the timely resolution of deficiencies, deferred maintenance items, and non-conformances during the transition of operations and maintenance responsibilities from the outgoing (incumbent) O&M contractor to the incoming (new) O&M contractor.

2. Key Responsibilities

Snag List & Asset Condition Assessment (O&M Transfer)

• Conduct comprehensive facility/asset condition surveys and walkthroughs for all transferred assets and systems.
• Identify, document, and track:
  • Existing deficiencies
  • Deferred maintenance items
  • Incomplete corrective/preventive maintenance actions
  • Non-conformances against contractual O&M standards.

O&M Projects Transfer & Mobilization Coordination

• Coordinate the joint inspection process with:
  • Outgoing O&M contractor
  • Incoming O&M team
  • Client representatives
  • Third-party consultants (as applicable).
• Facilitate the formal handover of O&M documentation, including (but not limited to):
  • Asset registers
  • Maintenance history
  • Warranty certificates
  • As-built drawings
  • SOPs & emergency procedures
  • Vendor/subcontractor agreements.

Reporting & Documentation

• Maintain a centralized digital database for:
  • Snag records
  • Condition assessment reports
  • Photographs and supporting evidence
  • Transfer documentation.
• Prepare and deliver the Final Transfer Report summarizing:
  • Asset condition at takeover
  • Outstanding items
  • Agreed remediation responsibilities.

3. Qualifications & Education

• Bachelor's degree in:
  • Engineering (Mechanical/Electrical) OR
  • Facility Management OR related technical discipline.

Experience

• 5–8 years of experience in:
  • O&M project management, facility management, or asset management
  • Including at least 5 years specifically in O&M contract transitions, mobilization, or demobilization processes.
• Proven experience managing O&M-to-O&M scope transfers on large-scale projects in Saudi Arabia, such as:
  • Government / semi-government campuses
  • Or equivalent mega-projects.

Technical Requirements

• Strong knowledge of O&M best practices, including:
  • Planned preventive maintenance (PPM) programs
  • Reactive maintenance workflows
  • Lifecycle asset management.
• Knowledge of CMMS platforms (e.g., Maximo, SAP PM) and snag tracking/project tools.
• In-depth understanding of:
  • MEP systems
  • Building fabric, civil infrastructure, landscape/hardscape maintenance
  • Soft services operations.
• Ability to read and interpret:
  • Technical drawings
  • O&M manuals and specifications
  • SLA/KPI frameworks
  • Contract documents.
• Proficiency in project management tools and MS Office Suite (advanced Excel; Power BI preferred).

Communication & Soft Skills

• Strong command of English (written and verbal).
• Ability to manage professional meetings and influence stakeholders across contractors and client teams.
