Job Overview

The Royal Borough of Greenwich is seeking an experienced Tenancy Support Officer (New Builds) to support new and transferred tenants during the first 6 to 12 months of their tenancy.

This role will focus on identifying support needs, building tailored support packages, helping tenants settle into their new homes and ensuring tenancy sustainment. The successful candidate will work with vulnerable tenants and families, complete assessments and support plans, process referrals, attend panels and case conferences, and work closely with tenancy enforcement officers, income teams and external agencies.

The job description confirms that the postholder will be responsible for referrals, tailored support to vulnerable tenants, support planning, risk assessments, floating support cases, rent account monitoring and liaison with services including social services, mental health, drug and alcohol agencies, Police, Probation and voluntary agencies.

This role requires direct tenancy support, tenancy sustainment or housing support experience, ideally working with social housing tenants, vulnerable tenants or local authority housing services.

You must have experience of casework management, assessments, support planning, referrals, tenancy advice and risk recognition.

Candidates without relevant housing support / tenancy sustainment / vulnerable tenant casework experience are unlikely to be considered.

Key Responsibilities

  • Identify and build support packages for new tenants within the first 6 to 12 months of tenancy
  • Help new and transferred tenants settle into their homes
  • Provide tailored support to a caseload of vulnerable tenants following tenancy start-up
  • Assess tenant needs and create support plans to promote independent living
  • Support tenants to sustain their tenancies and comply with tenancy conditions
  • Refer tenants to Council, Health, Social Services, mental health, drug and alcohol and voluntary sector services
  • Undertake risk assessments for current and future tenants
  • Attend panels and forums including mental health, drug and alcohol, high harm, hoarding panels and MARAC
  • Maintain accurate case records, databases, statistics and reports
  • Represent the service at case conferences and panels
  • Support tenants with welfare benefits, domestic violence, safeguarding and tenancy issues
  • Liaise and advocate for tenants on ASB and tenancy matters
  • Support tenants to raise repairs orders in line with Council procedures
  • Monitor rent accounts and work with income teams to reduce arrears
  • Investigate and respond to complaints from tenants, Councillors and MPs
  • Work alongside tenancy officers managing estates
  • Support safeguarding responsibilities for children, young people and vulnerable adults

Essential Experience & Skills

  • Demonstrated experience working with social tenants, preferably within a local authority or housing association
  • Experience working with vulnerable tenants and families, from young people to older people living independently
  • Experience of casework management, referral processing, assessments and support planning
  • Experience providing tenancy advice and recognising risk
  • Experience supporting tenants to settle into and sustain tenancies
  • Knowledge of current welfare benefits and housing benefits
  • Basic understanding of tenancy and housing law
  • Understanding of new or introductory tenancies and issues arising in new properties
  • Basic knowledge of approaches to reduce ASB, noise transference or nuisance
  • Ability to attend meetings, panels or case conferences and present complex cases
  • Ability to draft correspondence, reports and maintain accurate statistics
  • Ability to use Microsoft Office and housing databases
  • Understanding of safeguarding children, young people and vulnerable adults
  • Problem-solving skills and ability to work with professionals to achieve positive outcomes
  • Knowledge of local stakeholders and support services, or ability to build a referral portfolio
